การบริหารจัดการครุศึกษาตามแนวคิดวิทยาลัยหมู่บ้านจอมบึง ของมหาวิทยาลัยราชภัฎหมู่บ้านจอมบึง

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ 1) การบริหารจัดการศึกษาของวิทยาลัยหมู่บ้านจอมบึงในอดีต และ 2) การบริหารจัดการครุศึกษาตามแนวคิดวิทยาลัยหมู่บ้านจอมบึงของมหาวิทยาลัยราชภัฏหมู่บ้านจอมบึง เป็นการวิจัยเชิงพรรณนาโดยการวิเคราะห์เอกสารและการวิจัยอนาคตด้วยเทคนิค EDFR ผู้ให้ข้อมูลประกอบด้วย ผู้เชี่ยวชาญการศึกษาด้านการผลิตครูในอดีต ที่ได้มาโดยผู้วิจัยใช้วิธีเลือกแบบเจาะจง จากผู้บริหารและคณาจารย์ที่มีประสบการณ์ตรงในการบริหารและปฏิบัติงานจัดการศึกษาตามรูปแบบวิทยาลัยหมู่บ้านจอมบึง รวมทั้งศิษย์เก่า จำนวน 17 คน เครื่องมือที่ใช้ในการวิจัยประกอบด้วย แบบสัมภาษณ์แบบไม่มีโครงสร้างและแบบสอบถามความคิดเห็น การวิเคราะห์ข้อมูลเชิงคุณภาพ ใช้วิธีวิเคราะห์เนื้อหา ส่วนข้อมูลเชิงปริมาณ วิเคราะห์ด้วยความถี่ ร้อยละ มัธยฐาน ฐานนิยม และพิสัยระหว่างควอไทล์ ผลการวิจัย พบว่า 1. การบริหารจัดการศึกษาของวิทยาลัยหมู่บ้านจอมบึงในอดีต ประกอบด้วย 6 ด้าน ได้แก่ 1) ด้านวัตถุประสงค์ในการบริหารจัดการ พบว่า มีวัตถุประสงค์ 4 ข้อ คือ การปลูกฝังนักเรียนครูให้รักอาชีพครู การแก้ปัญหาการขาดแคลนครูในชนบท การรู้จักปฏิบัติตนเข้ากับสังคมที่อยู่ร่วมกัน และการเป็นศูนย์กลางการศึกษาในท้องถิ่น 2) ด้านคุณสมบัติของผู้เข้าเรียน พบว่า ระยะแรกจำกัดเฉพาะเพศชายระยะหลังไม่จำกัดเพศ มีอายุไม่ต่ำกว่า 13 ปี มีภูมิลำเนาเป็นพื้นที่ทุรกันดารและครอบครัวมีฐานะยากจน 3) ด้านหลักสูตรและการเรียนการสอน พบว่า เป็นหลักสูตร 5 ปี แบบอยู่ประจำ 4) ด้านคุณวุฒิที่จะได้รับ พบว่า ผู้สำเร็จการศึกษาได้รับวุฒิระดับประกาศนียบัตรวิชาการศึกษา (ป.กศ.) 5) ด้านค่าใช้จ่ายและสถานภาพของนักศึกษา พบว่า เป็นนักเรียนในบำรุงของรัฐบาล โดยได้รับทุนอุดหนุน 2,500 บาท ต่อคนต่อปี และ 6) ด้านแหล่งงานและเงื่อนไขรองรับ พบว่า ผู้สำเร็จการศึกษาจะถูกส่งตัวกลับไปรายงานตัวที่จังหวัดภูมิลำเนาของตน เพื่อบรรจุแต่งตั้งเข้ารับราชการครูและชดใช้ทุนเป็นสองเท่าของจำนวนปีที่ได้รับทุน 2. การบริหารจัดการครุศึกษาตามแนวคิดวิทยาลัยหมู่บ้านจอมบึงของมหาวิทยาลัยราชภัฏหมู่บ้านจอมบึง พบว่า 1) ด้านวัตถุประสงค์การบริหารจัดการ คือ การมุ่งผลิตครูที่มีอุดมการณ์ มีจิตวิญญาณ มีความรู้ความสามารถตามเกณฑ์มาตรฐานวิชาชีพครู มีความสามารถเรียนรู้ พัฒนาตนเอง สื่อสารได้อย่างน้อย 3 ภาษา และมีสมรรถนะด้านเทคโนโลยีการสื่อสาร คอมพิวเตอร์ งานเกษตรและงานช่าง 2) ด้านคุณสมบัติของผู้เข้าเรียน คือ ไม่จำกัดเพศ มีอายุไม่ต่ำกว่า 18 ปี สำเร็จการศึกษาชั้นมัธยมศึกษาปีที่ 6 คะแนนเฉลี่ยไม่ต่ำกว่า 3.00 มีความประพฤติเรียบร้อย 3) ด้านหลักสูตรและการเรียนการสอน เป็นหลักสูตร 5 ปี เน้นผลิตครูสาขาที่ขาดแคลนและสร้างเครือข่ายในประชาคมอาเซียน 4) ด้านคุณวุฒิที่จะได้รับ คือ ผู้สำเร็จการศึกษาได้รับวุฒิปริญญาครุศาสตรบัณฑิต (ค.บ.) 5) ด้านค่าใช้จ่ายและสถานภาพของนักศึกษา คือ เป็นนักศึกษาในบำรุงและเป็นข้าราชการวิสามัญชั่วคราวได้รับทุนอุดหนุนไม่น้อยกว่า 25,000 บาท ต่อคนต่อปี และ 6) ด้านแหล่งงานและเงื่อนไขรองรับ คือ ผู้สำเร็จการศึกษาจะถูกส่งตัวกลับไปรายงานตัวที่จังหวัดภูมิลำเนาของตน มีการติดตาม ควบคุมคุณภาพบัณฑิต และการทำงานชดใช้ทุน

The research aimed to find 1) the educational administration of Chombueng Village Institute in the past and 2) the administration of pedagogical studies as adopted by Muban Chombueng Rajabhat University.The study was descriptive research using documentary study and the ethnographic delphi future research (EDFR).The selected key informants of this research were 17 experts; including administrators,faculty staff with experience in administration role, and alumni.The research instruments were unstructured interview and opinionnaire. The qualitative data were processed by content analysis. The quantitative data was analyzed by frequency, percentage, mean, median, mode and interquartile range. The findings revealed that: 1. The educational administration of Chombueng Village Institute in the past was composed of 6 aspects: 1) four objective of the educational administration: to instill in the teacher students the love of teaching profession, to solve teacher shortage in rural areas, to live in harmony in democratic society, and to be the local education centre; 2) the applicants: initially restricted to male, age over 13, and of the poor families; 3) The curriculum and instruction: five-year boarding school education; 4) The acquired degree: certificate in education; 5) cost and student status: government subsidized 2,500 baht per person per year; and 6) the career path: a graduate would be sent back to his or her own hometown and be hired as a government servant and need to pay the fine if break the hiring contract. 2. The administration of pedagogical studies as adopted by Muban Chombueng Rajabhat University were as follow: 1) The objectives of the educational administration: to produce a teacher who is truely a teacher at heart, with the competencies according to educational professional standards and the ability to learn, self develop and communicate in 3 languages, the ability to use technological, agricultural and mechanical tools; 2) the applicants no gender restriction but requires the applicant age over 18, finish high school with the minimum grade point average of 3.00; 3) the curriculum and instruction: five- year program focusing on the shortage fields and also establish a collaboration within ASEAN community; 4) the acquired degree: Bachelor of Education (B.Ed.); 5) cost and student status: government subsidized 25,000 baht per person per year; and 6) career path: a graduate would be sent back to his or her own hometown and be hired as a government servant and need to pay the fine if break the hiring contract.
