สมรรถนะผู้บริหารกับประสิทธิผลของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 8

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ 1) สมรรถนะผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 8 2) ประสิทธิผลของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 8 และ 3) ความสัมพันธ์ระหว่างสมรรถนะผู้บริหารกับประสิทธิผลของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 8 กลุ่มตัวอย่างคือ สถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 8 จำนวน 48 แห่ง เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามเกี่ยวกับสมรรถนะผู้บริหาร ตามแนวคิดของสำนักงานคณะกรรมการข้าราชการครูและบุคลากรทางการศึกษา (ก.ค.ศ.) และประสิทธิผลของสถานศึกษา ตามแนวคิดของยูคล์ (Yukl) สถิติที่ใช้คือ ความถี่ ร้อยละ ค่ามัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน ผลการวิจัย พบว่า 1. สมรรถนะผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 8 โดยภาพรวมและรายด้าน อยู่ในระดับมาก เรียงลำดับค่ามัชฌิมเลขคณิตมากไปหาน้อยดังนี้ การมุ่งผลสัมฤทธิ์ การบริการที่ดี การพัฒนาตนเอง การพัฒนาศักยภาพบุคลากร การมีวิสัยทัศน์ การสื่อสารและจูงใจ การทำงานเป็นทีม และการวิเคราะห์และสังเคราะห์ ตามลำดับ 2. ประสิทธิผลของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 8 โดยภาพรวมและรายด้าน อยู่ในระดับมาก เรียงลำดับค่ามัชฌิมเลขคณิตมากไปหาน้อยดังนี้ ความมีประสิทธิภาพและขั้นตอนการทำงานที่เชื่อถือได้ ความสัมพันธ์ของบุคลากรและทรัพยากร นวัตกรรมและการปรับตัวต่อสิ่งแวดล้อม ตามลำดับ 3. สมรรถนะผู้บริหารมีความสัมพันธ์กับประสิทธิผลของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 8 อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 This purposes of this research were to determine 1) the administrator’s competencies of schools under the Secondary Educational Service Area Office 8, 2) the effectiveness of schools under the Secondary Educational Service Area Office 8, and 3) the relationship between administrator’s competencies and the effectiveness of schools under the Secondary Educational Service Area Office 8. The sample consisted of 48 schools. The research instrument was a questionnaire regarding administrator’s competencies, based on the concept of OTAPC and the effectiveness of schools, based on the concept of Yukl. The data were analyzed using frequency, percentage, arithmetic mean, standard deviation, and Pearson's Product Moment Correlation Coefficient. The finding of this research were as follow; 1. The administrator’s competencies of schools under the Secondary Educational Service Area Office 8, overall and each perspective, was found at a high level, sorting from the highest to the lowest arithmetic mean as follows : achievement motivation, service mind, expertise, caring and developing others, visioning, communication and influencing, teamwork, analytical thinking and conceptual thinking. 2. The effectiveness of schools under the secondary educational service area Office 8, overall and each perspective, was found at a high level, sorting from the highest to the lowest arithmetic mean as follows : efficiency and process reliability, human resources and relations and innovation and adaptation. 3.The relationship between the administrator’s competencies and the effectiveness of schools under the secondary educational service area office 8 was found at .01 level of statistical significance.
