บทบาทของเทศบาลเมืองกาญจนบุรีในการดูแลผู้สูงอายุ

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ ศึกษาความต้องการของผู้สูงอายุในเขตเทศบาลเมืองกาญจนบุรี ศึกษาบทบาทของเทศบาลเมืองกาญจนบุรีในการดูแลผู้สูงอายุ ศึกษาปัญหาและอุปสรรคในการดูแลผู้สูงอายุของเทศบาลเมืองกาญจนบุรีดำเนินการศึกษาโดยใช้ระเบียบวิจัยเชิงคุณภาพด้วยวิธีสัมภาษณ์เชิงลึกกับกลุ่มผู้ให้ข้อมูลที่เป็นผู้ให้ข้อมูลหลักได้แก่ นายกเทศมนตรีเมืองกาญจนบุรี เจ้าหน้าที่ผู้ปฏิบัติงานในกองสวัสดิการสังคมฝ่ายสังคมสงเคราะห์ และผู้สูงอายุรวม 13 คน ด้วยเครื่องมือที่เป็นแบบสัมภาษณ์แบบกึ่งโครงสร้าง ข้อมูลที่ได้จากการศึกษาจะนำมาตรวจสอบความครบถ้วนความสมบูรณ์ของข้อมูลตามวัตถุประสงค์ และตรวจสอบความถูกต้องของข้อมูลแบบสามเส้าด้านวิธีการนำมาวิเคราะห์ สรุปผลการศึกษา ผลการศึกษาพบว่า กลุ่มผู้สูงอายุมีความต้องการในสนับสนุนจากเทศบาลเมืองกาญจนบุรีใน 4 ด้านหลัก คือ ความต้องการด้านร่างกาย ได้แก่ การบริการตรวจสุขภาพ การเยี่ยมเยือนตามบ้านและเครื่องเวชภัณฑ์ยา ความต้องการสนับสนุนด้านสวัสดิการเบี้ยยังชีพในอัตราที่สูงขึ้น ความต้องการรวมกลุ่มและการทำกิจกรรมร่วมกันทางสังคม และด้านความปลอดภัยในชุมชนที่พักอาศัย จากอาชญากรรมและโรคระบาด และเมื่อศึกษาบทบาทของเทศบาลเมืองกาญจนบุรีในการดูแลผู้สูงอายุ พบว่า เป็นไปตามบทบาทหน้าที่ที่กำหนดไว้ในพระราชบัญญัติผู้สูงอายุ พ.ศ.2546 ที่ได้กำหนดไว้โดยได้ดำเนินการในเรื่องอำนวยความสะดวกและช่วยเหลือในด้านหลัก ๆ ได้แก่ เทศบาลเมืองกาญจนบุรีมีการสนับสนุนเบี้ยยังชีพสำหรับผู้สูงอายุ และการจัดกิจกรรมส่งเสริมผู้สูงอายุ การช่วยเหลือและการอำนวยความสะดวกให้แก่ผู้สูงอายุ อย่างไรก็ตามการดำเนินงานประสบปัญหาและอุปสรรคใน การดำเนินการในเรื่องเบี้ยยังชีพ ด้านการจัดกิจกรรมส่งเสริมผู้สูงอายุ ด้านปัญหางบประมาณ และอุปสรรคในการลงพื้นที่ในการดูแลผู้สูงอายุ This research aimed to study demands of the elderlies in Muang Kanchanaburi Municipality, the roles of Muang Kanchanaburi Municipality in elder care as well as problems and obstacles of Muang Kanchanaburi Municipality in elder care. The research was conducted by using a qualitative methodology and in-depth interviews with key informants including mayor of Muang Kanchanaburi, operating officers in Division of Social Welfare, Social Work Department and the elderlies in a total of 13 people. The tools used in the research were semi-structured interviews. The data obtained from the study will be used to monitor data completeness to be according to the purposes and check data accuracy by methods of data triangulation, analysis and conclusion. The study results indicated that the elderlies had main demands for supports in four areas as follows: 1) Demand for physical therapy services including health check services, home visiting and medical supplies. 2) Demand for a higher rate of welfare allowance 3) Demand for aggregation. 4) Demand for safety in residential communities against crimes. The study results of the roles in elder care indicated that they were consistent with the roles defined in Elderly Person Act, B.E. 2546 (2003) which stated about the operations of facilities and assistances in major areas as follows: Muang Kanchanaburi Municipality is required to support allowance for the elderlies. Also, it is required to provide assistances and facilities to the elderlies. Nonetheless, the implementation had been found problems and obstacles in the issues of allowance, supporting activities for the elderlies, budgets and difficulties in surveying in the areas of elder care.
