สมรรถนะผู้บริหารที่ส่งผลต่อการบริหารงานบุคคลโรงเรียนเอกชนจังหวัดนครปฐม

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ 1) สมรรถนะผู้บริหารโรงเรียนเอกชนจังหวัดนครปฐม 2) การบริหารงานบุคคลโรงเรียนเอกชนจังหวัดนครปฐม และ 3) สมรรถนะผู้บริหารที่ส่งผลต่อการบริหารงานบุคคลโรงเรียนเอกชนจังหวัดนครปฐม กลุ่มตัวอย่างคือ โรงเรียนเอกชนในจังหวัดนครปฐม จำนวนทั้งสิ้น 27 โรง ผู้ให้ข้อมูลโรงเรียนละ 6 คน ประกอบด้วย ผู้รับใบอนุญาตหรือผู้จัดการหรือผู้อำนวยการโรงเรียน จำนวน 2 คน รองผู้อำนวยการหรือหัวหน้างานหรือหัวหน้ากลุ่มสาระการเรียนรู้ จำนวน 2 คน และครูผู้สอน จำนวน 2 คน รวมผู้ให้ข้อมูลทั้งสิ้น 162 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามเกี่ยวกับสมรรถนะผู้บริหารตามแนวคิดของเฮลรีเกล, แจ็คสัน และสโลคัม และการบริหารงานบุคคลตามแนวคิดของคาสเต็ทเตอร์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ค่าร้อยละ ค่ามัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน และสถิติวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน ผลวิจัยพบว่า 1. สมรรถนะผู้บริหารโรงเรียนเอกชนจังหวัดนครปฐมโดยภาพรวมและรายด้าน อยู่ในระดับมาก เมื่อเรียงลำดับตามค่ามัชฌิมเลขคณิตจากมากไปน้อยดังนี้ สมรรถนะในการวางแผนและการบริหารจัดการ สมรรถนะในการสื่อสาร สมรรถนะในการบริหารตนเอง สมรรถนะในการทำงานเป็นทีม สมรรถนะในการตระหนักรับรู้เรื่องโลกาภิวัตน์ และสมรรถนะในการปฏิบัติเชิงกลยุทธ์ 2. การบริหารงานบุคคลโรงเรียนเอกชนจังหวัดนครปฐมโดยภาพรวมและรายด้าน อยู่ในระดับมาก เมื่อเรียงลำดับค่ามัชฌิมเลขคณิตจากมากไปน้อยดังนี้ การปฏิบัติงานอย่างต่อเนื่อง การพัฒนา การวางแผนกำลังคน การให้ความยุติธรรม ความมั่นคงในงาน การนำเข้าสู่หน่วยงาน การประเมินผลการปฏิบัติงาน การให้ข้อมูลข่าวสาร การคัดเลือก การให้ค่าตอบแทนหรือสิ่งจูงใจ การสรรหา และการเจรจาต่อรอง 3. สมรรถนะในการปฏิบัติเชิงกลยุทธ์ สมรรถนะในการบริหารตนเอง และสมรรถนะในการวางแผนและการบริหารจัดการ ส่งผลต่อการบริหารงานบุคคลโรงเรียนเอกชนจังหวัดนครปฐมโดยภาพรวม อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ส่วนสมรรถนะในการสื่อสารและสมรรถนะในการตระหนักรับรู้เรื่องโลกาภิวัตน์ไม่ส่งผลต่อการบริหารงานบุคคลโรงเรียนเอกชนจังหวัดนครปฐม

This research purposes were to determine 1) the administrator’s competencies of private school in Nakhonpathom province 2) the personnel administration of private school in Nakhonpathom province and 3) the administrator’s competencies affecting personnel administration of private school in Nakhonpathom province. The samples were 27 private schools in Nakhonpathom province. The 6 respondents of each school were; a licensee, a manager or a school director, a deputy school director, a head of department or an academic learning department’s head and two teachers, totally 162 respondents. The research instrument was a questionnaire concerning administrator’s competencies on Hellriegel, Jackson, and Slocum’s concept and personnel administration on Castetter’s concept. The statistics for analyzing the data were frequency, percentage, arithmetic mean, standard deviation and stepwise multiple regression analysis. The research findings were as follows; 1. The administrator’s competencies of private school in Nakhonpathom province as a whole, were at a high level. Ranking level with arithmetic mean from the highest to the lowest were; planning and administration competency, communication competency, self-management competency, teamwork competency, global awareness competency and strategic action competency. 2. The personnel administration of private school in Nakhonpathom province as a whole, were at a high level. Ranking level with arithmetic mean from the highest to the lowest were; continuity, development, manpower planning, justice, induction, appraisal, information, selection, compensation, recruitment, and bargaining. 3. The administrator’s competencies affecting personnel administration of private school in Nakhonpathom province were found that strategic action competency, self-management competency and planning and administration competency affected personnel administration of private school in Nakhonpathom province as a whole. 0.05 level at statistical significance, but communication competency and global awareness competency not affecting personnel administration of private school in Nakhonpathom province.
