RISK MANAGEMENT AND THE IMPLEMENTATION OF THE STRATEGIESFOR PREVENING TEENAGE PREGNANCY OF SECONDARY SCHOOLSIN SAMUTSONGKHRAM PROVINCE

Abstract

This research has objectives to find about, 1) Risk management of secondary schools in Samutsongkhram. 2) The implementation of the strategies for preventing teenage pregnancy of secondary schools in Samutsongkhram. 3) Relations between risk management and the implementation of the strategies for preventing teenage pregnancy of secondary schools in Samutsongkhram. Informants of this research are director or vice-director of a high school and teachers; total number of informants are 197. Tools used in this research were questionnaires about risk management by the internal audit group, Ministry of Education and the implementation of the strategices for preventing teenage pregnancy of a high school by Secondary Educational Service Area Office 10 (Samutsongkram). Statistics used to analyze information were frequency, percentage, Arithmetic mean, standard deviation and Pearson Product Moment Correlation.

The results of the study were:

1. Risk management of secondary school is high in overall and most of individually was found at high level ranking from the highest arithmetic mean to the lowest arithmetic mean were by ascending are as followed, report and follow up, risk identification/incidence, risk assessment, risk response and preparation of prevent plans while objective setting had moderate in Arithmetic mean.

2. The implementation of the strategies for preventing teenage pregnancy of secondary schools is high in overall and most of individually was found at high level ranking from the highest arithmetic mean to the lowest arithmetic mean were by are as followed, prevention strategy, strategy to eradicate enticements and media influence, strategy of pushing policies forward, strategy of assisting and cures, strategy of information survey, strategy plans developing and follow up and strategy of strengthen role and knowledge for the group of thought leaders of the youths.

3. Relations between risk management and the implementation of the strategies for preventing teenage pregnancy of secondary schools in Samutsongkram have relations at high statistically significant at the .01 level.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ 1) การบริหารความเสี่ยงของโรงเรียนมัธยมศึกษา จังหวัดสมุทรสงคราม 2) การดำเนินงานตามแผนยุทธศาสตร์ป้องกันและแก้ไขปัญหาเด็กและเยาวชนตั้งครรภ์ไม่พร้อมของโรงเรียนมัธยมศึกษา จังหวัดสมุทรสงคราม 3) ความสัมพันธ์ระหว่างการบริหารความเสี่ยงกับการดำเนินงานตามแผนยุทธศาสตร์ป้องกันและแก้ไขปัญหาเด็กและเยาวชนตั้งครรภ์ไม่พร้อมของโรงเรียนมัธยมศึกษา จังหวัดสมุทรสงคราม กำหนดผู้ให้ข้อมูลประกอบด้วยผู้บริหารสถานศึกษา/รองผู้บริหาร ผู้ปฏิบัติงานแทนและครูผู้สอน รวม 197 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามเกี่ยวกับการบริหารความเสี่ยงตามแนวทางของกลุ่มตรวจสอบภายในระดับกระทรวง กระทรวงศึกษาธิการ และการดำเนินงานตามแผนยุทธศาสตร์ป้องกันและแก้ไขปัญหาเด็กและเยาวชนตั้งครรภ์ไม่พร้อม ของสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต10 (สาขาสมุทรสงคราม) สถิติที่ใช้ในการวิเคราะห์ข้อมูลประกอบด้วย ความถี่ ร้อยละ มัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน และสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน

ผลการวิจัยพบว่า

1. การบริหารความเสี่ยงของโรงเรียนมัธยมศึกษา โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณารายด้านโดยเรียงค่ามัชฌิมเลขคณิตมากไปหาน้อยได้ดังนี้ ด้านรายงานและติดตามผล ด้านการระบุความเสี่ยง/เหตุการณ์ ด้านการประเมินความเสี่ยง ด้านการตอบสนองความเสี่ยงและการจัดทำแผนป้องกัน ตามลำดับ ในส่วนของด้านการกำหนดวัตถุประสงค์มีค่ามัชฌิมเลขคณิตอยู่ในระดับปานกลาง

2. การดำเนินงานตามแผนยุทธศาสตร์ป้องกันและแก้ไขปัญหาเด็กและเยาวชนตั้งครรภ์ไม่พร้อมของโรงเรียนมัธยมศึกษา โดยภาพรวมและรายด้านอยู่ในระดับมาก โดยเรียงลำดับค่ามัชฌิมเลขคณิตจากมากไปน้อย ดังนี้ ด้านยุทธศาสตร์ด้านการป้องกัน ด้านยุทธศาสตร์การขจัดสิ่งยั่วยุและอิทธิพลจากสื่อ ด้านยุทธศาสตร์ด้านการผลักดันนโยบาย ด้านยุทธศาสตร์ด้านการช่วยเหลือและบำบัดฟื้นฟู ด้านยุทธศาสตร์การสำรวจข้อมูล การพัฒนาระบบงานและการติดตามประเมินผล และด้านยุทธศาสตร์การเสริมสร้างบทบาทและองค์ความรู้แก่กลุ่มผู้นำทางความคิดของเด็กและเยาวชนตามลำดับ

3. การบริหารความเสี่ยงกับการดำเนินงานตามแผนยุทธศาสตร์ป้องกันและแก้ไขปัญหาเด็กและเยาวชนตั้งครรภ์ไม่พร้อมของโรงเรียนมัธยมศึกษา จังหวัดสมุทรสงคราม โดยภาพรวมมีความสัมพันธ์กันในระดับสูง อย่างมีนัยสำคัญทางสถิติที่ระดับ .01
