รูปแบบการประยุกต์ ใช ทุนทางสังคมเพื่อเสริมสร างการมีส วนร วมทางการเมืองภาคพลเมือง

Abstract

งานวิจัยครั้งนี้ มีวัตถุประสงค%หลัก 1) เพื่อศึกษารูปแบบการประยุกต%ใช2ทุนทางสังคมใน การเสริมสร2างการมีส4วนร4วมทางการเมืองภาคพลเมือง 2) เพื่อศึกษาวิเคราะห% สภาพการจัดตั้งและ การดำเนินกิจกรรมของสภาองค%กรชุมชนตำบลต2นแบบ รวมทั้งป@ญหาและอุปสรรคในการดำเนินงาน ในแต4ละพื้นที่ที่ทำการศึกษาซึ่งมีบริบทที่แตกต4างกัน และ 3) เพื่อพัฒนาและนำเสนอรูปแบบการเข2ามามี ส4วนร4วมทางการเมืองของภาคพลเมืองโดยการประยุกต%ใช2ทุนทางสังคมเพื่อส4งเสริมและสนับสนุนให2เกิด การมีส4วนร4วมทางการเมืองภาคพลเมือง โดยใช2พื้นที่ของสภาองค%กรชุมชน 3 พื้นที่เปDนกรณีศึกษา โดยการวิจัยนี้เปDนการวิจัยเชิงคุณภาพ ที่อาศัยกระบวนการมีส4วนร4วมของชุมชนโดยการสัมภาษณ%เชิงลึก เปDนรายบุคคลที่เกี่ยวข2อง การจัดประชุมกลุ4มกับชาวบ2านผู2มีส4วนได2ส4วนเสียในพื้นที่เพื่อหาความถูกต2อง ความสมบูรณ%ของข2อมูล และนำผลการวิจัยนำเสนอผู2ทรงคุณวุฒิเฉพาะด2านรับรองรูปแบบอีกครั้ง จากผลการวิจัยพบว4า 1. พื้นที่ต2นแบบในการวิจัยมีการประยุกต%ใช2ทุนทางสังคมทั้งจากที่มีอยู4ภายในและภายนอก มาสนับสนุนการเมืองภาคเมืองในพื้นที่ โดยเปDนการสนับสนุนการทำงานของกลุ4มซึ่งมีการจัดตั้งขึ้นและ พัฒนามาเปDนสภาองค%กรชุมชนในภายหลัง โดยแกนนำของชุมชนจัดเปDนทุนที่สำคัญเพราะได2อาศัยความ เชื่อมั่นและความศรัทธาในตนเองจากชุมชนเปDนตัวเชื่อมโยงให2เกิดการร4วมตัวทำงานร4วมกันได2 หากเกิด อุปสรรคในการทำงานก็สามารถใช2ความเปDนศูนย%รวมจิตใจ แก2ไขป@ญหาเหล4านั้นไม4ให2เกิดความรุนแรง โดย การทำงานอาศัยความสัมพันธ%ภายในครอบครัวและความเปDนเครือญาติเปDนตัวเชื่อมโยงทำให2เกิด การติดตามงาน ประสานงานกันรวมทั้งการสื่อสารแลกเปลี่ยนข2อมูลกันได2เปDนอย4างดี 2. กิจกรรมของกลุ4มได2อาศัยทุนทางภูมิป@ญญาดั้งเดิมของคนพื้นที่มาช4วยส4งเสริมในการ ทำงานหรือประกอบกิจกรรม ทำให2สามารถแก2ไขป@ญหาเรื่องรายได2 คุณภาพชีวิตและความเปDนอยู4ของคน ในตำบลนั้นๆ โดยอาศัยเวทีการประชุมของกลุ4มที่เรียกว4าสภาตำบลซึ่งประกอบไปด2วยคนที่ได2รับการ ยอมรับของชุมชนเองรวมตัวโดยทำหน2าที่เปDนตัวแทนของแต4ละกลุ4มแต4ละหมู4บ2าน พัฒนามาเปDนสภา องค%กรชุมชนตาม พรบ. 2551 3. รูปแบบการมีส4วนร4วมทางการเมืองภาคพลเมือง จากการวิจัยสามารถสังเคราะห%ได2 เปDน CITIZEN Model คือ ขั้นตอนที่ 1 C (Context) การเรียนรู2จักตนเองให2ท4องแท2 ขั้นตอนที่ 2 I (In Put) กำหนดเปZาหมายจากความต2องการของชุมชน ขั้นตอนที่ 3 T (Team) การสร2างสำนึกร4วมของทีมทำงาน ขั้นตอนที่ 4 I (Indicator) การสร2างตัวชี้วัดความสำเร็จของกลุ4ม ขั้นตอนที่ 5 Z (Zeal) ผู2นำสร2างความ กระตือรือร2นในการทำงาน ขั้นตอนที่ 6 E (Evaluation) ติดตามการทำงานของกลุ4มอย4างใกล2ชิด และ ขั้นตอนที่ 7 N (Normal) ลงมือทำอย4างต4อเนื่ื่อง The research is aims 1) To study the application of social capital to promote civil political participation 2) To analyze on establishing conditions and work procedure including problems and obstacles of sub-district community organization councils in different context 3) To develop and recommend model of civil political participation which apply social capital in term of promoting civil political participation through case study of 3 sub-district community organization councils. The research is qualitative research which uses the process of community participation through In-Depth Interview of key stakeholders in villages and communities in term of gartering information and then presents the information to expert for model certificate. According to the research results found that; 1. The studied area has applied external and internal social capital to promote civil politics in term of support their group work to establish sub-district community organization council. The community core leader has played as a key role to drive the group work by using community trust and faith to link community people to work together. Despite of there has been some problems during work but it can pass through those problems without using violent. Moreover, the approach of relatives invitation and persuade to join to a group also create good cooperation, work monitoring and information exchanges among group members. 2. The group activities have been used local wisdom to promote and support the activities in term of income problem, quality of life and living conditions through community public stage or sub-district council. The sub-district council consists of accepted community representative people from each group or each village and has developed to be as community organization council according to an Acts of 2008. 3. The model of civil political participation from data synthesis is CITIZEN model Process1 C (Context) is understanding community context, Process2 I ( In Put) is identifying community goal through community needs , Process3 T (Team) is creating awareness of teamwork, Process 4 I (Indicator) is setting up indicators to measure work achievement, Process 5 Process Z (Zeal) is community core leader encourage team to work, Process6 E ( Evaluation) is monitoring group work as closely, Process 7 N ( Normal) is continue working.
