THE STRATEGIC PLANNING AND THE STUDENT QUALITY OF SCHOOL UNDER THE BANGKOK METROPOLITAN SECONDARY EDUCATIONAL SERVICE AREA OFFICE BANGKOK 1

Abstract

The purposes of this research were to determine 1) the strategic planning of school under the Bangkok metropolitan secondary educational service area office 1 2) the student quality of school under the Bangkok metropolitan secondary educational service area office 1 3) the relationship between the strategic planning and the student quality of school under the Bangkok metropolitan secondary educational service area office 1. The sample were 49 schools under the Bangkok metropolitan secondary educational service area office 1. The 2 respondents in each school were; a school director or a deputy director and a teacher, totally 98 respondents. The research instrument was an opinionnaire about the strategic planning based on Policy and Planning Bureau and the student quality based on Office of the Teacher Civil Service and Educational Personnel Commission. The statistical used for analysis were frequency, percentage, arithmetic mean, standard deviation and Pearson's product moment correlation coefficient.

The research found that:

1) The strategic planning of school under the Bangkok metropolitan secondary educational service area office 1, as a whole and each aspect were at a high level, ranking by arithmetic mean from the highest to the lowest ; sector analysis, direction formulation and strategic formulation.

2) The student quality of school under the Bangkok metropolitan secondary educational service area office, as a whole and each aspect were at a high level, ranking from the highest to the lowest arithmetic mean; students outcomes , developing basic skills and characterstics of the student, integration working skills and characterstics of the student, learning ability and characterstics of the student.

3) The strategic planning and the student quality of school under the Bangkok metropolitan secondary educational service area office 1 were at a high level correlation at .01 level of significance which is positive correlated.

การวิจัยนี้มีวัตถุประสงค์เพื่อทราบ 1) การวางแผนกลยุทธ์ของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากรุงเทพมหานคร เขต 1 2) คุณภาพผู้เรียนของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากรุงเทพมหานคร เขต 1 3) ความสัมพันธ์ระหว่างการวางแผนกลยุทธ์กับคุณภาพผู้เรียนของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากรุงเทพมหานคร เขต 1 กลุ่มตัวอย่างคือ โรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากรุงเทพมหานคร เขต 1 จำนวน 49 โรง ผู้ให้ข้อมูลโรงเรียนละ 2 คน คือ ผู้อำนวยการโรงเรียน หรือรองผู้อำนวยการโรงเรียน และครู รวมทั้งสิ้น 98 คน เครื่องมือในการวิจัยเป็นแบบสอบถามความคิดเห็นเกี่ยวกับการวางแผนกลยุทธ์ ตามแนวคิดของสำนักนโยบายและแผนการศึกษาขั้นพื้นฐาน และคุณภาพผู้เรียน ตามแนวคิดของสำนักงานคณะกรรมการข้าราชการครูและบุคลากรทางการศึกษา สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ความถี่ ร้อยละ มัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน และสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน

ผลการวิจัยพบว่า

1. การวางแผนกลยุทธ์ของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากรุงเทพมหานคร เขต 1 ทั้งในภาพรวมและรายด้านอยู่ในระดับมาก โดยเรียงลำดับตามค่ามัชฌิมเลขคณิตจากมากไปหาน้อยได้ดังนี้ การศึกษาสถานภาพของหน่วยงาน กำหนดทิศทางของหน่วยงาน และการกำหนดกลยุทธ์

2. คุณภาพผู้เรียนของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากรุงเทพมหานคร เขต 1 ทั้งในภาพรวมและรายด้านอยู่ในระดับมาก โดยเรียงลำดับตามค่ามัชฌิมเลขคณิตจากมากไปหาน้อยได้ดังนี้ ผลลัพธ์ที่เกิดขึ้นจากการจัดการเรียนรู้ของครู การพัฒนาทักษะพื้นฐานตามวัยและลักษณะของผู้เรียน การบูรณาการทักษะในการทำงานตามวัยและลักษณะของผู้เรียน และความสามารถในการเรียนรู้ตามวัยและลักษณะของผู้เรียน

3. การวางแผนกลยุทธ์กับคุณภาพผู้เรียนของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากรุงเทพมหานคร เขต 1 มีความสัมพันธ์กันในระดับสูง อย่างมีนัยสำคัญทางสถิติที่ระดับ .01 ซึ่งเป็นความสัมพันธ์กันในลักษณะที่คล้อยตามกัน
