The Construction Management in Urgent Situations: A Case Study of the Construction of the Provincial Royal Funeral Pyre Models

Abstract

This independent study deals with the crash process of decision making, command, control, communication, logistic strategies resource management, contract administration assessment and review for the construction of the 4.50 x 4.50 x 22.35 m. replica of the royal funeral pyre models for King Rama the 9th; distributed all over 76 provinces of Thailand and 8 sites surrounding The Greater Bangkok municipality area, numbering 84 sites in total.

The event occurred during the period of 6 September 2017 to 20 October 2017 A.D, A planned construction period of 45 days, involving various governmental departments including the prime minister down to simple foremen and lay persons . The main tasks of organization and management of the project was assigned to the Department of Public Works and Town & Country Planning, employing 4 main general contractor and the decision of selecting the construction site was assigned to the governor of each province. With the help of deep devotion of all Thai people given to the beloved late king; The period of the actual construction was reduced down to 40 days allowing the state royal funeral ceremony to proceed as planned.

งานค้นคว้าอิสระนี้ มีวัตถุประสงค์เพื่อศึกษาวิธีบริหารจัดการงานก่อสร้างในสภาวะที่เร่งรีบ กรณีศึกษาการก่อสร้างระบบสำเร็จรูปพระเมรุมาศจำลองประจำจังหวัด โดยศึกษาแนวคิดทฤษฎีและงานวิจัยที่เกี่ยวข้องมาเป็นกรอบแนวคิด เพื่อศึกษาการวางแผนบริหารโครงการก่อสร้างพระเมรุมาศจำลองประจำจังหวัด โดยเริ่มต้นดำเนินการก่อสร้างและแล้วเสร็จพร้อมส่งมอบอาคารภายใต้เงื่อนไขระยะเวลาที่จำกัด 6 สัปดาห์เป็นจำนวน 84 แห่ง ที่มีสถานที่ก่อสร้างแตกต่างกันทั่วประเทศ สำหรับใช้งานในพระราชพิธีพระราชทานเพลิงพระบรมศพในหลวงรัชกาลที่ 9 โดยพร้อมเพียงกัน

ผลการศึกษาพบว่า ความสำเร็จของการก่อสร้างอาคารพระเมรุมาศจำลองประจำจังหวัดโดยโครงการใช้เทคนิควิธีการประกอบติดตั้งแบบแยกชิ้นส่วนจัดแผนขนส่ง เพื่อประกอบติดตั้ง ณ.สถานที่ก่อสร้าง เป็นการบริหารงานแบบเร่งด่วน Crash Programming โดยกลไกในการขับเคลื่อนโครงการในสภาวะเร่งด่วนให้เกิดความสำเร็จดำเนินการภายใต้เงื่อนไขเวลาที่จำกัด คือ การจัดการแผนงาน,ภาวการณ์ผู้นำ,การจัดการองค์กรและการควบคุมโครงการที่ต้องอาศัยความร่วมมือร่วมใจของทีมงานทุกส่วนฝ่าย ตั้งแต่เจ้าของสัญญา ผู้รับจ้างก่อสร้างโครงการ รวมถึงหน่วยงานที่เกี่ยวข้อง แรงงาน จิตอาสา ฯลฯ ในทุกระดับชั้นจากบุคลากรระดับผู้บังคับบัญชาระดับสูงจนถึงผู้ปฏิบัติการระดับล่างสุด ซึ่งมีเป้าหมายเป็นหนึ่งเดียวกันในความสามัคคีเอาใจใส่ การทำงานร่วมมือกันเป็นน้ำหนึ่งใจเดียวกัน สามารถปฏิบัติงานเป็นไปตามแผนงาน ตามกำหนดเป้าหมายที่วางไว้ทุกขั้นตอนเพื่อถวายงานแก่พระบาทสมเด็จพระเจ้าอยู่หัว
