ปัจจัยแห่งความสำเร็จของการจัดการป่าชุมชนบ้านช่องแคบ ตำบลท่าเสา อำเภอไทรโยค จังหวัดกาญจนบุรี

Abstract

งานวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาพัฒนาการของการจัดการป่าชุมชน ปัจจัยแห่งความสำเร็จในการจัดการป่าชุมชน และปัญหาและอุปสรรคของการจัดการป่าชุมชนบ้านช่องแคบ ตำบลท่าเสา อำเภอไทรโยค จังหวัดกาญจนบุรี โดยใช้วิธีวิจัยเชิงคุณภาพและดำเนินการเก็บรวบรวมข้อมูลโดยใช้วิธีการสัมภาษณ์เชิงลึกกลุ่มผู้นำชุมชน คณะกรรมการกลุ่มอนุรักษ์ทรัพยากรป่าไม้และป่าชุมชนบ้านช่องแคบ ตัวแทนสำนักงานป่าไม้จังหวัดกาญจนบุรี ตัวแทนกองพลทหารราบที่ 9 ค่ายสุรสีห์ และชาวบ้านในชุมชน รวมทั้งสิ้น 14 คน และการสังเกตแบบไม่มีส่วนร่วม มีการตรวจสอบข้อมูลแบบสามเส้าด้านวิธีการ สรุปและนำเสนอในรูปแบบพรรณนาความ ผลการศึกษาพบว่า พัฒนาการของป่าชุมชนบ้านช่องแคบ สามารถแบ่งออกได้เป็น 3 ช่วง ช่วงแรกช่วงป่าเสื่อมโทรม เนื่องจากการตัดไม้เพื่อการพาณิชย์ และการใช้สารเคมีเพื่อการเกษตรของชาวบ้าน ถัดมาเป็นช่วงผู้นำชุมชนรวมกลุ่ม ซึ่งเริ่มต้นในปี 2544 เกิดการรวมกลุ่มกันของคณะกรรมการกลุ่มอนุรักษ์ทรัพยากรป่าไม้และป่าชุมชนบ้านช่องแคบผ่านเวทีประชาคมของหมู่บ้าน ร่วมกันจัดตั้งกฎระเบียบว่าด้วยการรักษาป่าชุมชนบ้านช่องแคบ และช่วงฟื้นฟูและดูแลรักษาป่าในปี พ.ศ. 2545 ในส่วนของปัจจัยแห่งความสำเร็จมาจากปัจจัยภายในชุมชนด้านผู้นำ การมีส่วนร่วมของคนในชุมชน และการใช้กุศโลบายด้านพิธีกรรมและความเชื่อในการอนุรักษ์ป่าไม้ และปัจจัยภายนอกที่มีผลมาจากการสนับสนุนด้านวิชาการจากสถาบันการศึกษาและหน่วยงานราชการ แต่อย่างไรก็ตาม ชุมชนยังคงประสบปัญหาการบุกรุกพื้นที่ป่า และการไม่เคารพกฎหมาย รวมถึงงบประมาณสนับสนุนไม่ต่อเนื่อง ข้อเสนอแนะจากการศึกษา ควรมีการเผยแพร่ประชาสัมพันธ์และให้ความรู้เกี่ยวกับการดูแลป่าชุมชน ตลอดจนสนับสนุนงบประมาณเพื่อการดำเนินงานอย่างต่อเนื่องในระยะยาว

The purpose of this research is to study development, success factors, as well as problems and obstacles of community forest management in Baan Chong Khaep Community, Thasao Sub-district, Saiyok District, Kanchanaburi Province. This research is a qualitative research using in-depth interview of 14 people including community leaders, committees of forest and community forest conservation group, representatives from Kanchanaburi Forest Office, representatives from 9th Infantry Division Headquarter (surasee) , and local people in the community and non-participation observation as the instruments for data collection. A data analysis technique used in the research is triangulation. The results showed that the development of community forest in Baan Chong Khaep Community was divided into three phases; the first phase was a degraded forest due to commercial interests and the use of chemicals in community agriculture, the second phase was integration of community leaders. The integration first occurred in 2001 initiated by committees of forest and community forest conservation group through Civil Society Forum and collectively cooperated to enact community regulation on Baan Chong Khaep Community forest conservation, and the third phase reforestation and maintenance of forests B.E. 2545. The internal factors leading to success included leadership of the community leaders, participation of the people in community, application of stratagem on ritual and belief in forest conservation and the external factor leading to success was supports from educational institutions and government agencies. However, the community still encounters the problems of forest encroachment, law enforcement, and discontinuity in aid payment. Recommendations from the study There should be outreach and education about the maintenance of forests community. As well as support for the continued long-term.
