การกำกับติดตามการบริหารโดยใช้โรงเรียนเป็นฐานในการพัฒนาท้องถิ่น

Abstract

การวิจัยนี้มีวัตถุประสงค์ของการวิจัยเพื่อ 1) ทราบองค์ประกอบการกำกับติดตามการบริหารโดยใช้โรงเรียนเป็นฐานในการพัฒนาท้องถิ่น และ 2) ยืนยันองค์ประกอบการกำกับติดตามการบริหารโดยใช้โรงเรียนเป็นฐานในการพัฒนาท้องถิ่น กลุ่มตัวอย่าง ได้แก่ โรงเรียนสังกัดองค์กรปกครองส่วนท้องถิ่น ที่เข้าร่วมโครงการบริหารโดยใช้โรงเรียนเป็นฐานในการพัฒนาท้องถิ่น ในปีงบประมาณ 2558 เป็นโรงเรียนสังกัดเทศบาล จำนวน 168 โรง ผู้ให้ข้อมูล โรงเรียนละ 3 คน ประกอบด้วย ผู้บริหารสถานศึกษา ครูที่รับผิดชอบ/ที่เกี่ยวข้องกับโครงการบริหารโดยใช้โรงเรียนเป็นฐานในการพัฒนาท้องถิ่น (SBMLD) และประธานคณะกรรมการสถานศึกษาขั้นพื้นฐาน หรือกรรมการสถานศึกษา รวมผู้ให้ข้อมูลทั้งสิ้น 504 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามความคิดเห็น แบบสัมภาษณ์แบบไม่มีโครงสร้าง และแบบตรวจสอบการยืนยันจากเชี่ยวชาญและผู้ทรงคุณวุฒิ สถิติที่ใช้ในการวิจัย คือ ค่าความถี่ ร้อยละ ค่ามัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ปัจจัยเชิงสำรวจ และ การวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1. องค์ประกอบการกำกับติดตามการบริหารโดยใช้โรงเรียนเป็นฐานในการพัฒนาท้องถิ่น ประกอบด้วย 4 องค์ประกอบ ได้แก่ 1) การกำกับติดตามด้านกระบวนการจัดการเรียนรู้ 2) การกำกับติดตามด้านการจัดทำแผน 3) การกำกับติดตามด้านการมีส่วนร่วม 4) การกำกับติดตามด้านวิสาหกิจชุมชน 2. องค์ประกอบการกำกับติดตามการบริหารโดยใช้โรงเรียนเป็นฐานในการพัฒนาท้องถิ่น ทั้ง 4 ด้าน มีความเหมาะสม มีความเป็นไปได้ สามารถนำไปใช้ประโยชน์ได้ และมีความถูกต้องครอบคลุม สอดคล้องกับทฤษฎีหลักการและแนวคิดตามกรอบการวิจัย The purposes of this research were to determine: 1) the components of the monitoring of School Based Management for Local Development, 2) the confirmation of the components of the Monitoring of School Based Management for Local Development. The samples of this study were 168 Municipality Schools under Department of Local Administration which were the School Based Management for Local Development Project of fiscal year 2558. The respondents were the administrators, the teachers who were involving in School Based Management for Local Development Project and the chairman or members of school board totality 504 respondents. The research instruments were the opinionnaire, unstructured interview and checklist form. The statistics for analyzing the data were frequency, percentage, arithmetic mean, standard deviation, exploratory factor analysis and content analysis. The findings of this research were as follows ; 1. The components of the Monitoring of School Based Management for Local Development were consisted of 4 components ; 1) Learning process Monitoring factor, 2) Planning Monitoring factor, 3) Participation Monitoring factor, and 4) Enterprise Community Monitoring factor. 2. The 4 components of the Monitoring of School Based Management for Local Development were confirmed by experts that suitable, possible, useful, and correct, comprehensive according to the theory and the concept of this thesis.
