Good Governance Administration of Educational Institutions under the Ratchaburi Provincial Office of Learning Encouragement

Abstract

The objectives of this research were: 1) to determine the administration based on good governance principles by school administrators under the Ratchaburi Provincial Office of Learning Promotion; and 2) to identify guidelines for developing administration based on good governance principles for educational institutions under the Ratchaburi Provincial Office of Learning Promotion.

The sample group consisted of 108 participants, including school directors, government teachers, general government employees, volunteer teachers, and Sub-district NFE teachers. The research instruments used were a questionnaire and a semi-structured interview form regarding administration based on good governance principles. The statistics used for data analysis included frequency, percentage, arithmetic mean, standard deviation, and content analysis.

The research findings indicated that:

Overall, the administration based on good governance principles within institutions under the Ratchaburi Provincial Office of Learning Promotion was rated at a high level. All individual aspects were also rated at a high level. The aspects, ranked by mean score from highest to lowest, were: 1) Morality/Ethics, 2) Equity, 3) Efficiency, 4) Decentralization, 5) Responsiveness, 6) Effectiveness, 7) Accountability, 8) Transparency, 9) Rule of Law, and 10) Participation/Consensus Oriented. Ten guidelines were identified for the development of good governance administration for institutions under the Ratchaburi Provincial Office of Learning Promotion.

การรวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ 1) การบริหารตามหลักธรรมาภิบาลของผู้บริหารสถานศึกษาสังกัดสำนักงานส่งเสริมการเรียนรู้ประจำจังหวัดราชบุรี 2) แนวทางการพัฒนาการบริหารตามหลักธรรมาภิบาลของสถานศึกษาสังกัดสำนักงานส่งเสริมการเรียนรู้ประจำจังหวัดราชบุรี กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ผู้อำนวยการสถานศึกษา ข้าราชการครู พนักงานราชการทั่วไป ครูอาสาสมัคร ครู กศน.ตำบล จำนวนทั้งสิ้น 108 คน เครื่องมือที่ใช้ในการวิจัย คือ เครื่องมือที่ใช้เป็นแบบสอบถาม และแบบสัมภาษณ์แบบกึ่งโครงสร้างการบริหารตามหลักธรรมาภิบาลของสถานศึกษาสังกัดสำนักงานส่งเสริมการเรียนรู้ประจำจังหวัดราชบุรี สถิติที่ใช้ในการวิจัยคือ ความถี ร้อยละ มัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า

1. การบริหารตามหลักธรรมาภิบาลของสถานศึกษาสังกัดสำนักงานส่งเสริมการเรียนรู้ประจำจังหวัดราชบุรีโดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่าอยู่ในระดับมากทุกด้าน เรียงลำดับค่ามัชฌิมเลขคณิตจากมากไปน้อย ดังนี้ 1)หลักคุณธรรม/จริยธรรม 2)หลักความเสมอภาค 3)หลักประสิทธิภาพ 4)หลักการกระจายอำนาจ 5)หลักการตอบสนอง 6)หลักประสิทธิผล 7)หลักภาระรับผิดชอบ/สามารถตรวจสอบได้ 8)หลักเปิดเผย/โปร่งโส 9)หลักนิติธรรม 10)หลักการมีส่วนร่วม/การพยายามแสวงหาฉันทามติ ตามลำดับ

2. แนวทางการพัฒนาการบริหารตามหลักธรรมาภิบาลของสถานศึกษาสังกัดสำนักงานส่งเสริมการเรียนรู้ประจำจังหวัดราชบุรี มีจำนวน 10 แนวทาง
