การศึกษาการเปลี่ยนแปลงทางกายภาพของชุมชนในเขตเทศบาลตำบลเชียงคาน อำเภอเชียงคาน จังหวัดเลย

Abstract

การศึกษาการเปลี่ยนแปลงทางกายภาพของชุมชนในเขตเทศบาลตำบลเชียงคาน อำเภอเชียงคาน จังหวัดเลย มีวัตถุประสงค์เพื่อศึกษาการเปลี่ยนแปลงด้านกายภาพของชุมชนเชียงคาน ในช่วง 3 ระยะเวลา ได้แก่ พ.ศ. 2545 พ.ศ. 2552 และ พ.ศ. 2558 ศึกษาปัจจัยที่มีผลต่อการเปลี่ยนแปลงทางกายภาพของชุมชนเชียงคานและเสนอแนวทางการพัฒนาเพื่ออนุรักษ์ไว้ซึ่งความเป็นเมืองเชียงคานในบริบทวัฒนธรรม สังคม และเศรษฐกิจ โดยทำให้ทราบข้อมูลการเปลี่ยนแปลงด้านกายภาพของพื้นที่ชุมชนเทศบาลตำบลเชียงคาน อำเภอเชียงคาน จังหวัดเลย ทั้งในอดีตและปัจจุบัน ความเป็นมาและสภาพวิถีชีวิต ปัจจัยที่ทำให้เกิดการเปลี่ยนแปลงด้านกายภาพของพื้นที่ชุมชนเชียงคาน วิธีการศึกษาประกอบด้วยการสำรวจพื้นที่ การสัมภาษณ์ และการซ้อนทับแผนที่ผลการศึกษาพบว่าการเปลี่ยนแปลงทางกายภาพของชุมชนเชียงคานเป็นการพัฒนาเมืองเพื่อการอนุรักษ์ โดยเฉพาะการพัฒนาเมืองให้มีบรรยากาศของการท่องเที่ยว เช่น ร้านอาหารกลางคืน โรงแรม เกสต์เฮาส์ ป้ายต่างๆ สวนสุขภาพเฉลิมพระเกียรติฯ และพื้นที่สาธารณะ บริเวณริมแม่น้ำโขง ส่งผลให้ที่อยู่อาศัยและพาณิชย กรรมมีจำนวนเพิ่มขึ้น วิถีชีวิตประชาชนในพื้นที่เปลี่ยนแปลงจากการรับเอาวัฒนธรรมจากภายนอกเข้ามา ความต้องการความสะดวกสบายก่อให้เกิดระบบสาธารณูปโภค สาธารณูปการที่เพิ่มมากขึ้น เกิดสิ่งปลูกสร้างสมัยใหม่ที่สอดคล้องกับวิถีชีวิตในรูปแบบปัจจุบันและทำลายอัตลักษณ์และความสำคัญของสิ่งปลูกสร้างเดิม ดังนั้นการพัฒนาชุมชนเชียงคานควรมุ่งเน้นการพัฒนาให้มีความสมดุลทั้งด้านกายภาพและด้านเศรษฐกิจและสังคม เพื่อความยั่งยืนของชุมชนชายโขง อำเภอเชียงคาน จังหวัดเลย The objectives of this study aim to investigate the physical changes of Chiang Khan Municipality, in Chiang Khan District, Loei Province, in 3 periods: 2002, 2009 and 2015; to examine the factors affecting on such changes; and to propose suggestions for the community’s development with retaining its cultural, social and economic values. The obtained data and information of the community’s changes from the past to present include its historical development, the local ways of life and the factors influencing on the physical changes. The methodology used consists of a site survey, interviews, mapping and an overlay technique. The results of the study show that the physical changes of Chiang Khan Municipality are engaged by the urban development with conservation which promotes tourism facility development such as restaurants, hotels, guesthouses, signage, parks and the promenade along the Khong River. As a result, residential and commercial areas are increased. The local ways of life have also been changed by the impinging of external cultures. The local needs for convenience bring new utility and facility, resulting in the construction of modern architecture which responds to the present ways of life but destroys an identity and significances of the existing buildings. Therefore, the development of Chiang Khan Municipality should balance physical, economic and social issues for seeking the sustainable development of the community.
