การเข้าถึงสวัสดิการสังคมสำหรับบุคคลที่มีความบกพร่องทางการได้ยิน ในอำเภอท่ามะกา จังหวัดกาญจนบุรี

Abstract

งานวิจัยครั้งนี้เป็นงานวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อ 1) ศึกษาการเข้าถึงสวัสดิการ สังคมสำหรับบุคคลที่มีความบกพร่องทางการได้ยิน ในอำเภอท่ามะกา จังหวัดกาญจนบุรี 2) วิเคราะห์ สภาพปัญหาและความต้องการในการเข้าถึงสวัสดิการสังคมสำหรับบุคคลที่มีความบกพร่องทางการได้ยิน ในอำเภอท่ามะกา จังหวัดกาญจนบุรี โดยวิธีวิทยาการวิจัยแบบปรากฏการณ์วิทยา ผู้ให้ข้อมูลหลัก คือ บุคคลที่มีความบกพร่องทางการได้ยิน ในอำเภอท่ามะกา จำนวน 16 ราย เก็บข้อมูลโดยการสัมภาษณ์ เชิงลึกรายบุคคล ผลการศึกษาพบว่า บุคคลที่มีความบกพร่องทางการได้ยิน ในอำเภอท่ามะกา จังหวัด กาญจนบุรี ยังไม่มีความรู้ ความเข้าใจเกี่ยวกับการเข้าถึงสวัสดิการสังคมรวมถึงยังไม่สามารถใช้ประโยชน์ จากสิทธิคนพิการตามมาตรา 20 แห่ง พระราชบัญญัติส่งเสริมและพัฒนาคุณภาพชีวิตคนพิการ พ.ศ. 2550 ได้ครบตามจริง แต่ต้องการขึ้นทะเบียนผู้พิการก็เพียงเพื่อให้ได้มาซึ่งสิทธิบางประการ เช่น สิทธิ การรับเบี้ยยังชีพคนพิการ 800 บาทต่อเดือน ส่วนปัญหาและความต้องการแตกต่างกันออกไปตามประเภท ของการใช้สิทธิตามสวัสดิการสังคมนั้นๆ ตามแนวทางการฟื้นฟูสมรรถภาพคนพิการ ด้านการแพทย์ การศึกษา อาชีพ และสังคม The purposes of the qualitative research were (1) to study the accessibility to social welfare for hearing disability people in Amphoe Thamaka Changwat Kanchanaburi and (2) to analyze problems and needs to social welfare for hearing disability people in Amphooe Thamaka Changwat Kanchanaburi . The method used in this research was phenomenology which 16 hearing disability people were specifically selected. The data was collected by in-depth interviewing those sixteen key informants. The results showed that hearing disability people in Amphoe Thamaka Changwat Kanchanaburi , had not been knowledge about Accessibility to social welfare. Inaddition, they could not use overall rights of disability people, according to Section 20 of the Empowerment and Improvement of the Quality of Life for People with Disabilities Act of 2550. They only wanted to had some of right such as rights of disability people allowance 800 Bath per month. The problems and needs to social welfare were analyzed to category of rights of disability people as follows: 1) medicine, 2) education, 3) occupation, and 4) social.
