ธรรมาภิบาลของโรงเรียนรัตนราษฎร์บำรุง

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อทราบธรรมาภิบาลของโรงเรียนรัตนราษฎร์บำรุง 2) ผลการเปรียบเทียบความคิดเห็นต่อธรรมาภิบาลของโรงเรียนรัตนราษฎร์บำรุงเมื่อจำแนกตามตำแหน่ง โดยใช้บุคลากรของโรงเรียนรัตนราษฎร์บำรุงเป็นหน่วยวิเคราะห์ (unit of analysis) กลุ่มตัวอย่างที่ใช้ศึกษาได้แก่ 1) ผู้บริหาร (ผู้อำนวยการสถานศึกษา/รองผู้อำนวยการสถานศึกษา/ผู้ปฏิบัติงานแทนรองผู้อำนวยการ/หัวหน้ากลุ่มสาระ/หัวหน้างานฝ่ายต่างๆ) 2) ครูผู้สอน และ 3) กรรมการสถานศึกษาขั้นพื้นฐาน โรงเรียนรัตนราษฎร์บำรุง รวมจำนวนทั้งสิ้น 39 คน เครื่องมือที่ใช้ในการวิจัยคือ ธรรมาภิบาล ตามคู่มือหลักเกณฑ์ของสำนักงานคณะกรรมการพัฒนาระบบ ราชการ (สำนักงาน ก.พ.ร.) สถิติที่ใช้ในการวิเคราะห์ข้อมูลคือ ค่าความถี่ ค่าร้อยละ ค่ามัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ F-test และใช้ค่าสถิติดันแคน (Duncan) ทดสอบความแตกต่างรายคู่ ผลการวิจัยพบว่า 1. ธรรมาภิบาลของโรงเรียนรัตนราษฎร์บำรุง โดยภาพรวมและรายด้านอยู่ในระดับมาก โดยเรียงลำดับค่ามัชฌิมเลขคณิตจากมากไปหาน้อย ดังนี้ หลักความเสมอภาค หลักการมีส่วนร่วม หลักการตอบสนอง หลักความโปร่งใส หลักภาระรับผิดชอบ และหลักนิติธรรม ตามลำดับ 2. ผลการเปรียบเทียบความคิดเห็นต่อธรรมาภิบาลของโรงเรียนรัตนราษฎร์บำรุงเมื่อ จำแนกตามตำแหน่ง พบว่า กลุ่มผู้บริหาร ครูผู้สอน และกรรมการสถานศึกษาขั้นพื้นฐาน ไม่แตกต่างกันทั้งภาพรวมและรายด้าน

The purposes of this research were to find: 1) good governance of Rattanaratbumrung School, 2) The comparision between opinion of administrators, teachers, and school board, on good governance of Rattanaratbumrung School. The unit of analysis was personnel in Rattanaratbumrung School. The sample comprises; 1) administrators 2) teachers and 3) school board in Rattanaratbumrung School , with the total of 39. The research instrument was questionnaire about“good governance”, based on Office of the Public Sector Development Commission: OPDC. The statistics used to analyze the data were frequency, percentage, arithmetic mean, standard deviation, F-test, and Duncan. The findings revealed as follows: 1. Good governance of Rattanaratbumrung School as a whole and individual aspects were found at the high level; ranking from the highest to the lowest arithemetic mean : equity, paticipation, responsiveness, transparency, accountability, and rule of law. 2. The comparision between opinion of administrators, teachers, and school board, on good governance of Rattanaratbumrung School were not different as a whole and individual of aspects.
