ภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารกับบรรยากาศโรงเรียน สังกัดเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 5

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ 1) ภาวะผู้นำเชิงกลยุทธ์ของผู้บริหาร สังกัดเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 5 2) บรรยากาศโรงเรียน สังกัดเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 5 และ3) ความสัมพันธ์ระหว่างภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารกับบรรยากาศโรงเรียน สังกัดเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 5 โดยใช้โรงเรียนสังกัดเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 5 จำนวน 44 โรง เป็นกลุ่มตัวอย่าง ผู้ให้ข้อมูลโรงเรียนละ 4 คนประกอบด้วย ผู้อำนวยการสถานศึกษา 1 คน รองผู้อำนวยการหรือผู้ปฏิบัติหน้าที่รองผู้อำนวยการ 1 คน และพนักงานครูเทศบาล 2 คน รวม 176 คน เครื่องมือที่ใช้ในการวิจัยคือ แบบสอบถามเกี่ยวกับภาวะผู้นำเชิงกลยุทธ์ตามแนวคิดของยุคล์ (Yukl) และบรรยากาศโรงเรียนตามแนวคิดของฟอกซ์และคณะ (Fox et al.) สถิติที่ใช้วิเคราะห์ข้อมูล คือ ความถี่ ร้อยละ ค่ามัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ค่าสัมประสิทธิ์สหสัมพันธ์ของเพียร์สัน (Pearson’s Product-Moment Correlation Coefficient) ผลการวิจัย พบว่า 1. ภาวะผู้นำเชิงกลยุทธ์ของผู้บริหาร สังกัดเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 5 โดยภาพรวมและรายด้านอยู่ในระดับมาก โดยเรียงลำดับค่ามัชฌิมเลขคณิตจากมากไปหาน้อย ดังนี้ การระบุกลยุทธ์ที่มีอนาคตไกล การกำหนดวัตถุประสงค์ระยะยาวและการจัดลำดับความสำคัญ การให้ผู้อื่นมีส่วนร่วมในการคัดเลือกกลยุทธ์ การประเมินความจำเป็นในการเปลี่ยนแปลงด้านกลยุทธ์ การประเมินจุดอ่อนจุดแข็งในปัจจุบัน การกำหนดสมรรถนะหลัก และการประเมินผลของกลยุทธ์ที่คาดว่าจะได้รับ 2. บรรยากาศโรงเรียน สังกัดเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 5 โดยภาพรวมและรายด้านอยู่ในระดับมาก โดยเรียงลำดับค่ามัชฌิมเลขคณิตจากมากไปหาน้อย ดังนี้ ความเติบโตทางวิชาการและสังคมอย่างต่อเนื่อง ความเคารพ การปรับปรุงสถานศึกษา ความไว้วางใจ ความสามัคคี ความเอื้ออาทรต่อกัน การมีขวัญสูง และการมีโอกาสในการทำงาน 3. ภาวะผู้นำเชิงกลยุทธ์ของผู้บริหารมีความสัมพันธ์กับบรรยากาศโรงเรียน สังกัดเทศบาล กลุ่มการศึกษาท้องถิ่นที่ 5 อย่างมีนัยสำคัญทางสถิติที่ระดับ .01

This research aimed to identify 1) the administrator’s strategic leadership, 2) the municipal school climate, and 3) the relationship between administrator’s strategic leadership and municipal school climate, group 5. The sample used in this research were 44 municipal school, group 5. The 4 respondents from each school were the director, a deputy director or a person in charge, and 2 teachers, with the total of 176. The research instrument was a questionnaire regarding strategic leadership based on the concept of Yukl and organizational climate based on the concept Fox, et al. The statistics used in this research were frequency, percentage, arithmetic mean, standard deviation, and Pearson’s product - moment correlation coefficient. The results revealed that 1. The administrator’s strategic leadership in municipal school, group 5, collectively and individually, were found at a high level, identify promising strategies, determine long - term objectives and priorities, involve other executives in selecting a strategy, evaluate the need for a major change in strategy, assess current strengths and weaknesses, identify core competencies, and evaluate the likely outcomes of a strategy. 2. The municipal school climate, group 5, collectively and individually, were found at a high level, continuous academic and social growth, respect, school renewal, trust, cohesiveness, caring, high morale, and opportunity for input. 3. The relationship between administrator’s strategic leadership and municipal school climate, group 5 was found at .01 level of statistical significance.
