รูปแบบสวัสดิการชุมชนเชิงบูรณาการระดับเมือง

Abstract

การวิจัยนี้มีวัตถุประสงค์ 1. เพื่อศึกษาความต้องการจำเป็นของประชาชนในการจัดสวัสดิการชุมชนเชิงบูรณาการระดับเมือง 2. เพื่อศึกษาปัจจัยในการจัดสวัสดิการชุมชนเชิงบูรณาการระดับเมืองที่จะตอบสนองความต้องการจำเป็นของประชาชนผู้ขอรับบริการอย่างทั่วถึง 3. เพื่อพัฒนารูปแบบการจัดสวัสดิการชุมชนเชิงบูรณาการระดับเมืองที่มีประสิทธิผล เป็นการวิจัยแบบผสมผสาน โดยการใช้แบบสอบถาม การสัมภาษณ์เชิงลึก การสนทนากลุ่มและ การสัมมนาอิงผู้เชี่ยวชาญ กลุ่มตัวอย่างและผู้ให้ข้อมูล ประกอบไปด้วยครัวเรือนเครือข่ายพัฒนาสิ่งแวดล้อมคลองบางบัว จำนวน 13 ชุมชน ผู้นำชุมชน ตัวแทนภาครัฐ ผู้ทรงคุณวุฒิ วิเคราะห์ข้อมูลโดยใช้ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ความต้องการจำเป็น (PNI) และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1.ความต้องการจำเป็นของประชาชนในชุมชนเมืองเรียงตามลำดับคือ 1.1) ด้านที่อยู่อาศัย 1.2) ด้านการเสียชีวิตและสวัสดิการด้านการกู้ยืม 1.3) ด้านสิ่งแวดล้อม 2.ปัจจัยด้านเพศ การศึกษา อาชีพ สวัสดิการที่ต้องการมากที่สุดในปัจจุบันลำดับที่ 1 การได้รับความช่วยเหลือจากกองทุนสวัสดิการชุมชน และระดับความคิดเห็นต่อกองทุนสวัสดิการชุมชนระดับเมือง มีความสัมพันธ์กับความต้องการจำเป็นของประชาชนผู้ขอรับบริการอย่างมีนัยยะสำคัญ 3.รูปแบบ“HELPB Model” ย่อมาจากการจัดสวัสดิการชุมชนเชิงบูรณาการระดับเมือง 6 ด้าน คือ H=Housing สวัสดิการด้านที่อยู่อาศัย และ Health สวัสดิการด้านสุขภาพอนามัย , E=Environment สวัสดิการด้านสิ่งแวดล้อม, L=Loans สวัสดิการด้านการกู้ยืม, P= Passed- away สวัสดิการด้านการตาย และ B =Birth สวัสดิการด้านการเกิด มีองค์ประกอบคือ หลักการ 6 ประการ 1 วัตถุประสงค์ และ 10 ปัจจัย เงื่อนไข หนุนเสริมให้เกิดกระบวนการมีส่วนร่วมและประสานความร่วมมือเชิงบูรณาการระหว่างชุมชน ภาครัฐ ท้องถิ่น กรุงเทพมหานคร สถาบันการศึกษา องค์การเอกชน ซึ่งรูปแบบนี้ได้ผ่านกระบวนการรับรองจากผู้เชี่ยวชาญและผู้ที่เกี่ยวข้องถึงความเหมาะสมกับบริบทชุมชน ความเป็นไปได้ในการปฏิบัติ และการนำไปใช้ประโยชน์

This research aimed 1. To study on the people needs in term of urban community welfare management 2. To study on the factors of urban community welfare management which met the needs and covered for all urban people 3. To develop the effective model of integrated urban community welfare management. The research used Mixed Method Research to collect data through questionnaire, In-depth Interview, Focus Group Discussion and connoisseurship. The research sampling was the household in Khlong Bangbua Environmental development network in 13 communities, community leaders, government representatives, and academic experts. The research analysis was analyzed through means, standard deviation, needs assessment analysis through Priority Need Index (PNI) and content analysis. The research found that; 1.The needs of urban people could prioritize as follow; 1. Housing 2. Passed away and Loans 3. Environment. 2. According to the results the factors of gender, education background and occupation pointed out that the housing welfare issue was the first rank that people mostly needed in term of accessing to community welfare funds. Moreover, the results also indicated that the opinion on urban welfare funds had significant relationship to the needs of people who received the service. 3. “HELPB Model” was abbreviated from the integrated urban community welfare management in 6 components which were H=Housing and Health, E=Environment, L=Loans, P= Passed- away and B =Birth. The model consisted of 6 principals 1 objective and 10 factors which helped to create the participation approach and integrated collaboration between communities, goverment sector, bangkok government, academic sector and private sector. The model was already accepted and verified by Connoisseur in term of applicable, practical and beneficial for community context.
