ศักยภาพของเทศบาลตำบลปากแพรก (อำเภอเมือง จังหวัดกาญจนบุรี) ในการดูแลผู้สูงอายุ

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาบทบาทผู้สูงอายุและศึกษาศักยภาพของเทศบาลตำบลปากแพรกในการดูแลผู้สูงอายุ เป็นการศึกษาโดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพด้วยวิธีสัมภาษณ์เชิงลึกนายกเทศมนตรีตำบลปากแพรก เจ้าหน้าที่ผู้ปฏิบัติงานในกองสวัสดิการสังคมและผู้สูงอายุ รวมทั้งสิ้น 13 คน ตรวจสอบความถูกต้องของข้อมูลแบบสามเส้าด้านวิธีการ จำแนกข้อมูลตามวัตถุประสงค์ วิเคราะห์ผลการศึกษาและนำเสนอโดยการพรรณนาความ ผลการวิจัยพบว่า เทศบาลตำบลปากแพรกมีบทบาทในการดูแลผู้สูงอายุตามพระราชบัญญัติผู้สูงอายุ พ.ศ.2546 ใน 7 ด้าน ได้แก่ การสนับสนุนเบี้ยยังชีพผู้สูงอายุ การส่งเสริมกิจกรรมผู้สูงอายุ การส่งเสริมสุขภาพผู้สูงอายุ การส่งเสริมอาชีพผู้สูงอายุ การจัดตั้งชมรมผู้สูงอายุ โครงการปรับปรุงซ่อมแซมที่อยู่อาศัยให้กับผู้ด้อยโอกาส ผู้ยากจนและผู้ยากไร้ และอาสาสมัครสาธารณสุขประจำหมู่บ้าน ซึ่งการรับรู้ถึงสิทธิยังไม่ครบทุกด้าน ปัญหาที่พบมากที่สุดคือเรื่องการเดินทางเข้าร่วมกิจกรรม ความต้องการเพิ่มเบี้ยยังชีพ การหาตลาดรองรับในการสนับสนุนอาชีพ และการให้ความสนใจกับสมาชิกชมรมผู้สูงอายุ ตามลำดับ เมื่อศึกษาศักยภาพของเทศบาลตำบลปากแพรกในการดูแลผู้สูงอายุ โดยการวิเคราะห์สภาพแวดล้อมภายนอกด้วย STEP-G Analysis พบว่าด้านที่เป็นโอกาสมี 3 ด้านคือสังคมและวัฒนธรรมซึ่งมีการกระจายข่าวสารรวดเร็ว เศรษฐกิจมีความเจริญทำให้ได้รับเงินอุดหนุนมากขึ้น และการเมืองที่มีอิสระในการตัดสินใจในการดำเนินงานดูแลผู้สูงอายุ ด้านที่เป็นอุปสรรคมี 2 ด้านคือเทคโนโลยีซึ่งใช้ไม่ได้กับผู้สูงอายุ และภูมิศาสตร์ที่ทำให้การดูแลไม่ทั่วถึง และการวิเคราะห์สภาพแวดล้อมภายในด้วย 5M Analysis พบว่าด้านที่เป็นจุดแข็งมี 4 ด้านคือรูปแบบการบริหารจัดการที่เป็นระบบ มีค่านิยมร่วม/วัฒนธรรมองค์กรที่เป็นไปในทิศทางเดียวกัน วัสดุอุปกรณ์และงบประมาณเพียงพอต่อการดำเนินงานดูแลผู้สูงอายุ ด้านที่เป็นจุดอ่อนมี 1 ด้านคือทรัพยากรบุคคลซึ่งมีไม่เพียงพอ เมื่อนำมาวิเคราะห์พบว่า โอกาสและจุดแข็งมีทั้งหมด 7 ด้าน ซึ่งมีมากกว่าอุปสรรคและจุดอ่อนที่มีทั้งหมด 3 ด้าน จากที่กล่าวในข้างต้น สะท้อนให้เห็นว่า ศักยภาพของเทศบาลตำบลปากแพรกในการดูแลผู้สูงอายุ อยู่ในระดับสูง This research aimed to study the roles of the elderlies and the potential of Tambon Pak Phraek Municipality in elderly care. The research was conducted by using a qualitative methodology and in-depth interviews with Mayor of Tambon Pak Phraek, operating officers in Division of Social Welfare and the elderlies in a total of 13 people. The data was checked the accuracy by data triangulation and classified by purposes, analyzed the results and presented by descriptive method. The research results indicated that Tambon Pak Phraek Municipality had the roles in Elderly Person Act, B.E. 2546 (2003) in seven aspects and had still not recognized all the aspects of the whole rights. The most common problems were less activity participation, demand for a higher rate of allowance, finding a market for professional support, and paying attention to the elderly members, respectively. The study of the potential of Tambon Pak Phraek Municipality in elderly care conducted by analyzing the external environment with STEP-G Analysis could be found three aspects of opportunity as follows: 1) Sociocultural 2) Economic 3) Political. And there were two aspects of obstacle as follows: 1) Technological 2) Geography. The analysis of internal environment with 5M Analysis could be found four aspects of strength as follows: 1) management 2) Moral 3) Material 4) Money. There was only one aspect of weakness that was inadequate Man. In conclusion, the analysis found that there were seven aspects of opportunity and strength which were more than three aspects of weakness and obstacle. As mentioned previously, the potential of Tambon Pak Phraek Municipality in elderly care was in a high level.
