การควบคุมภายในที่ส่งผลต่อพฤติกรรมองค์การในโรงเรียนประถมศึกษา

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อทราบ 1) การควบคุมภายใน ในโรงเรียนประถมศึกษา 2) องค์ประกอบพฤติกรรมองค์การในโรงเรียนประถมศึกษา และ 3) การควบคุมภายในที่ส่งผลต่อพฤติกรรมองค์การในโรงเรียนประถมศึกษา ขั้นตอนการดำเนินงานแบ่งเป็น 3 ขั้น คือ 1) การวิเคราะห์องค์ประกอบเชิงยืนยันการควบคุมภายใน ในโรงเรียนประถมศึกษา 2) การวิเคราะห์องค์ประกอบเชิงสำรวจพฤติกรรมองค์การในโรงเรียนประถมศึกษา และ 3) การวิเคราะห์การถดถอยพหุคูณการควบคุมภายในที่ส่งผลต่อพฤติกรรมองค์การในโรงเรียนประถมศึกษา เครื่องมือเก็บรวบรวมข้อมูลคือ 1) แบบสัมภาษณ์แบบไม่มีโครงสร้าง 2) แบบสอบถามความคิดเห็น กลุ่มตัวอย่าง ที่ใช้ในการวิจัยคือโรงเรียนประถมศึกษาในสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำนวน 100 โรงผู้ให้ข้อมูล โรงเรียนละ 3 คนประกอบด้วย ผู้อำนวยการโรงเรียน รองผู้อำนวยการโรงเรียนหรือครูที่รับผิดชอบการควบคุมภายใน และครู รวมทั้งสิ้น 300 คน สถิติวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ค่าร้อยละ ค่ามัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์องค์ประกอบเชิงยืนยัน การวิเคราะห์องค์ประกอบเชิงสำรวจ การวิเคราะห์ถดถอยพหุคูณแบบขั้นตอน ผลการวิจัยพบว่า 1. การควบคุมภายใน ในโรงเรียนประถมศึกษา 5 ด้าน โดยภาพรวมอยู่ในระดับมากเมื่อพิจารณาเป็นรายด้าน ทุกด้านอยู่ในระดับมากโดยเรียงลำดับตามค่าเฉลี่ยรายด้าน ดังนี้ ด้านกิจกรรมการควบคุม ด้านการประเมินความเสี่ยง ด้านสภาพแวดล้อมการควบคุม ด้านการติดตามและประเมินผล และด้านสารสนเทศและการสื่อสาร และผลการตรวจสอบความสอดคล้องกลมกลืนขององค์ประกอบการควบคุมภายในตามมาตรฐานการควบคุมภายในกับข้อมูลเชิงประจักษ์ พบว่าค่าดัชนีความกลมกลืน ผ่านเกณฑ์ทุกรายการ 2. องค์ประกอบ พฤติกรรมองค์การในโรงเรียนประถมศึกษา ประกอบด้วย 9 องค์ประกอบ คือ 1) วัฒนธรรมองค์กร 2) ภาวะผู้นำ 3) ค่านิยม 4) การทำงานเป็นทีม 5) การจูงใจ 6) การพัฒนาบุคลากร 7) ทัศนคติ 8) การสื่อสาร และ 9) การตัดสินใจ 3. การควบคุมภายใน ในภาพรวม ส่งผลต่อพฤติกรรมองค์การในโรงเรียนประถมศึกษา ในภาพรวม ด้านการสื่อสาร และด้านวัฒนธรรมองค์กร อย่างมีนัยสำคัญ ที่ .01 The objectives of this research were: 1) to find the internal control in primary school, 2) to determine the components of organizational behavior in primary school, and 3) to find the internal control that affecting organizational behavior in primary school. The methodologies were divided into three steps; 1) confirmatory factor analysis of internal control in primary school, 2) exploratory factor analysis of organizational behavior in primary school, and 3) a stepwise multiple regression analysis of internal control that affecting the organizational behavior in primary school. The instruments for collecting the data were 1) an unstructured interview, 2) an opinionnaire, check list and open-end form. The sample used in this study were 100 primary schools under The Department of Basic Education Commission. The respondent were administrators, assistant administrators or the teacher responsible for internal control and teachers totaling 300 respondents. The statistical data analysis were frequency, percentage, arithmetic mean, standard deviation, confirmatory factor analysis, exploratory factor analysis, stepwise multiple regression analysis. The research findings were as follows: 1. The internal control in primary school, as a whole was at a high level. When considered in each aspect, there were a high level too. Those aspect were ordered from the highest to lowest arithmetic mean as control activities, risk assessment, control environment, monitoring, and information and communications respectively. For the confirmation of goodness of fit of internal control factor in primary school were passed the criteria. 2. The components of organizational behavior in primary school consists of nine components; 1) organization culture, 2) leadership, 3) values, 4) teamwork, 5) motivation, 6) human resources development, 7) attitude, 8) communication, and 9) decision making.
