Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อทราบภควันตภาพวิถีสำหรับสำนักงานเขตพื้นที่การศึกษา 2) เพื่อทราบองค์ประกอบของภควันตภาพวิถีสำหรับสำนักงานเขตพื้นที่การศึกษาจากความคิดเห็นของผู้ทรงคุณวุฒิและผู้เชี่ยวชาญ และ 3) เพื่อทราบผลการยืนยันองค์ประกอบของภควันตภาพวิถีสำหรับสำนักงานเขตพื้นที่การศึกษา วิธีการดำเนินการวิจัย 3 ขั้นตอน คือ 1) การศึกษาแนวคิด ทฤษฎี วรรณกรรมที่เกี่ยวข้องกับภควันตภาพวิถี 2) การดำเนินการวิจัยใช้เทคนิคการวิจัยอนาคต (EDFR: Ethnographic Delphi Futures Research) ประชากรคือผู้ทรงคุณวุฒิทางภควันตภาพวิถี 17 คน ได้มาจากการเลือกแบบเจาะจง 3) การยืนยันองค์ประกอบของภควันตภาพวิถีสำหรับสำนักงานเขตพื้นที่การศึกษาจากผู้เชี่ยวชาญ 9 คน เครื่องมือที่ใช้เป็นแบบสอบถามแบบกึ่งมีโครงสร้างเกี่ยวกับภควันตภาพวิถีสำหรับสำนักงานเขตพื้นที่การศึกษา ซึ่งผู้วิจัยสร้างขึ้นจากการศึกษาวรรณกรรม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่ามัธยฐาน (median) ค่าฐานนิยม (mode) และค่าพิสัยระหว่างควอไทล์ (interquartile range) ผลการวิจัยพบว่า 1. ภควันตภาพวิถีสำหรับสำนักงานเขตพื้นที่การศึกษา ประกอบด้วย การทำงานได้ทุกหนทุกแห่ง ทุกทีทุกเวลาเพื่อให้มีการทำงานสนองกับชีวิตความเป็นอยู่ของมนุษย์ให้มากที่สุด บุคลากรในองค์การสามารถรับรู้ข้อมูลข่าวสารและการบริหารได้ตลอดเวลาและทุกหนทุกแห่ง พัฒนาตนเองได้ในทุกที่ทุกเวลา โดยมีพื้นฐานจากกฎหมาย กฎระเบียบ ข้อบังคับที่เน้นให้เกิดความรวดเร็ว เกิดประสิทธิภาพ มีการกระจายอำนาจการตัดสินใจ การมีโครงสร้างการบังคับบัญชาที่ลำดับชั้นที่เหมาะสม ผ่านการวิเคราะห์กระบวนการทำงานที่มีการลดขั้นตอน การใช้เครื่องมือหรืออุปกรณ์ทางเทคนิคมาช่วยให้บริการและอำนวยความสะดวก บนพื้นฐานของแนวคิดทฤษฎีที่เน้นให้องค์กรมีแนวบริหารจัดการเพื่อเป็นองค์การที่มีประสิทธิภาพ 2. องค์ประกอบของภควันตภาพวิถีสำหรับสำนักงานเขตพื้นที่การศึกษาจากความคิดเห็นของผู้ทรงคุณวุฒิ ประกอบด้วย 15 องค์ประกอบ ได้แก่ 1) ด้านการนำองค์กรของผู้บริหาร 2) ด้านนโยบายและการวางแผน 3) ด้านการนำสู่การปฏิบัติ 4) ด้านการติดตามและประเมินผลลัพธ์ 5) ด้านกฎหมาย กฎระเบียบ ข้อบังคับ 6) ด้านโครงสร้างการบริหารงานขององค์กร 7) ด้านงบประมาณ โครงสร้างพื้นฐาน และอุปกรณ์ 8) ด้านลักษณะงาน 9) ด้านข้อมูล 10) ด้านรูปแบบและกระบวนการให้บริการ 11) ด้านระยะเวลาและสถานที่ 12) ด้านการติดต่อสื่อสาร 13) ด้านการบริหารบุคลากร 14) ด้านพฤติกรรมของบุคลากร และ 15) ด้านวัฒนธรรมการทำงาน 3. องค์ประกอบของภควันตภาพวิถีสำหรับสำนักงานเขตพื้นที่การศึกษา มีความเหมาะสม มีความเป็นไปได้ เป็นประโยชน์ และมีความถูกต้องครอบคลุม สอดคล้องกับทฤษฎี หลักการ และแนวคิดตามกรอบของการวิจัย The research objectives were to 1) identify the components of Ubiquitous Ways for the Educational Service Area Office 2) identify the components of Ubiquitous Ways for the Educational Service Area Office from specialists’ opinions and 3) verify the components of Ubiquitous Ways for the Educational Service Area Office. The three methodology findings were 1) identifying the components of Ubiquitous Ways for the Educational Service Area Office from document, literature and research 2) synthesizing the components of Ubiquitous Ways for the Educational Service Area Office by Ethnographic Delphi future research. The populations were seventeen specialists in Ubiquitous Ways by purposive sampling 3) verify the components of Ubiquitous Ways for the Educational Service Area Office by nine experts. The instrument was semi-structured, interview questionnaires collected by document analysis. The data for analyzing were median, mode and interquartile range. The findings of this research were as follows: 1. The components of Ubiquitous Ways for the Educational Service Area Office from document analysis: the employee could work anywhere and anytime with the lives of human being as possibly as they could and recognize, manage information and develop themselves on the base of laws and regulations that emphasized the speed and effectiveness, decentralized decision, hierarchical structure of command that was appropriate through the analysis process with the shortened process. The use of tools or technical equipment available to help and facilitate on the base of theory that focused an enterprise management for efficient organization. 2. The components of Ubiquitous Ways for the Educational Service Area Office consisted of 15 components: 1) Organization leadership 2) Policy and Planning 3) Implementation 4) Monitoring and evaluation 5) Legality and regulations 6) Organization structure 7) Budgets, infrastructure and tools 8) Job description 9) Data input 10) Formant and service processes 11) Time and location 12) Communication 13) Human resources 14) Human Resources behaviors and 15) Work culture 3. The components of Ubiquitous Ways for the Educational Service Area Office were found proper, feasible, utility and accurate in accordance with the theories
