การพัฒนาข้อเสนอเชิงนโยบายเพื่อการท่องเทียวทียั่งยืนของประเทศไทย

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์คือ 1) เพื่อศึกษา สภาวการณ์เกี่ยวกับ การพัฒนาการท่องเที่ยวที่ยั่งยืน 2) เพื่อศึกษา ผลการดำเนินงาน เรื่องการพัฒนาการท่องเที่ยวที่ยั่งยืนจากพื้นที่ต้นแบบการท่องเที่ยวอย่างยั่งยืน ขององค์การบริหารการพัฒนาพื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืน (องค์การมหาชน) 3) เพื่อพัฒนาข้อเสนอเชิงนโยบายเพื่อการท่องเที่ยวที่ยั่งยืนของประเทศไทย โดยใช้แนวทางการศึกษานโยบายในเชิงเสนอแนะ และกรอบการพัฒนาข้อเสนอเชิงนโยบาย โดยนำเสนอเนื้อหา สาระเกี่ยวกับนโยบายที่พัฒนาขึ้นจาก 3 ขั้นตอนคือขั้นที่ 1 เป็นการสังเคราะห์แนวความคิดการพัฒนาการท่องเที่ยวที่ยั่งยืนวิธี วิเคราะห์เอกสาร ขั้นที่ 2 ศึกษาแนวความคิดการพัฒนาการท่องเที่ยวที่ยั่งยืน โดยเปรียบเทียบผลการดำเนินงานของพื้นที่พิเศษฯ ด้วยวิธีการวิจัยพหุเทศะกรณี และการวิจัยสำรวจผลกระทบที่เกิดจากการท่องเที่ยวจากกลุ่มประชากรที่อาศัยในบริเวณที่เป็น แหล่งท่องเที่ยว และนักท่องเที่ยว แล้วจึงนำเนื้อหาสาระเกี่ยวกับนโยบายที่ได้จาก 2 ขั้นตอนมาสังเคราะห์ขึ้นเป็น ข้อเสนอเชิง นโยบายเพื่อการท่องเที่ยวที่ยั่งยืนของประเทศไทย ขั้นที่ 3 นำข้อเสนอแนะฯดังกล่าว มาประเมิน เรื่องความถูกต้อง ความ เหมาะสม ความเป็นไปได้และความเป็นประโยชน์ โดยแบบสอบถามการยืนยันข้อเสนอฯ จากผู้เชี่ยวชาญ ผลการวิจัยพบว่า 1) แนวคิดการพัฒนาการท่องเที่ยวที่ยั่งยืน สามารถจำแนกได้ 6 องค์ประกอบ 2) การดำเนินงาน ของพื้นที่พิเศษฯ ใช้แผนแม่บท 10 ปี ตามวิสัยทัศน์ที่กำหนดไว้และพบปัญหาเชิงโครงสร้าง 8 ข้อ 3) ข้อเสนอเชิงนโยบายเพื่อ การท่องเที่ยวที่ยั่งยืนของประเทศไทย มี 13 ข้อดังนี: 1) สร้างการจัดการด้านสถานที่ท่องเที่ยวที่เป็นระบบ มีการติดตามกำกับ ดูแลผลกระทบจากการท่องเที่ยว มีการกำกับติดตามตรวจสอบ มาตรฐานความยั่งยืน สร้างมาตรการในการรักษาความปลอดภัย แก่นักท่องเที่ยว 2) การส่งเสริมและโฆษณา สินค้าและ บริการของชุมชนเจ้าของแหล่งท่องเที่ยว เพื่อสร้างความยั่งยืน และ สนับสนุนผู้ประกอบการของชุมชนโดยเน้นการค้าที่เป็นธรรม 3) สร้างการจัดการด้านทรัพยากรธรรมชาติสิ่งแวดล้อมโดยมี ระบบการจัดการการใช้น้ำ มีระบบความปลอดภัยเกี่ยวกับการใช้น้ำระหว่างนักท่องเที่ยวกับชุมชน ระบบตรวจสอบคุณภาพน้ำ และระบบกำจัดน้ำเสีย 4) สร้างการจัดการด้านทรัพยากรธรรมชาติสิ่งแวดล้อม โดยเน้นการท่องเที่ยวที่ลดการปล่อยก๊าซเรือน กระจก การอนุรักษ์พลังงาน การใช้ระบบขนส่งสาธารณะ และมีระบบจัดการขยะ 5) สร้างการจัดการด้านทรัพยากรทาง สังคม และวัฒนธรรม โดยปลูกฝังจิตสำนึกของชุมชน และนักท่องเที่ยวให้ปกป้องและอนุรักษ์มรดกทางวัฒนธรรม และให้ความ เคารพต่อทรัพย์สินทางปัญญาของชุมชนแหล่งท่องเที่ยว 6) สร้างระบบที่สนับสนุนให้นักท่องเที่ยวเป็นอาสาสมัครเพื่อช่วยการ พัฒนาชุมชนและอนุรักษ์มรดกทางวัฒนธรรม และความหลากหลายทางชีวภาพ 7) กำหนดแนวปฏิบัติเพื่อสร้างพฤติกรรมที่ดี ของนักท่องเที่ยว เพื่อสร้างความพึงพอใจของผู้มาเยือนตามแนวทางการพัฒนาการท่องเที่ยวที่ยั่งยืน 8) ใช้แนวคิดการพัฒนาการ ท่องเที่ยวที่ยั่งยืนเป็นเกณ์ประเมินผลการปฏิบัติงานของหน่วยงานที่ทำงานด้านการท่องเที่ยว 9) เน้นการพัฒนาแหล่งท่องเที่ยว ให้งดงามตามวัตถุประสงค์หลักของสถานที่ เช่น ศาสนสถาน โบราณสถาน มากกว่าจะเน้นการพัฒนาเป็นแหล่งท่องเที่ยวเพียง อย่างเดียว 10) สร้างให้พื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืนเป็นตลาดกลุ่มเฉพาะ 11) ใช้แนวทางการวิจัยเพื่อศึกษาความ เป็นไปได้ ในการกำหนดพื้นที่พิเศษเพื่อการท่องเที่ยวอย่างยั่งยืนในลำดับถัดไป 12) สนับสนุนการสร้างเครือข่ายชุมชนนโยบาย เพื่อการท่องเที่ยวที่ยั่งยืน เพื่อกระตุ้นการติดต่อสื่อสารและประสานงานกันของหน่วยงานที่เกี่ยวข้องกับการพัฒนาการท่องเที่ยว ที่ยั่งยืน 13) สนับสนุนให้สร้างหน่วยงานกิจการเพื่อสังคม เพื่อจัดการกับกระบวนการการมีส่วนร่วมในการพัฒนาการท่องเที่ยว ของประชาชนเจ้าของแหล่งท่องเที่ยวและนักท่องเที่ยว This thesis has three objectives: 1) to explore conditions about sustainable tourism, 2) to study the results of the development of designated areas for sustainable tourism according to DASTA (Designated Areas for Sustainable Tourism Administration), which is a public organization, 3) to develop policy recommendations for sustainable tourism of Thailand. The approach used in this study are policy recommendations and a framework on the development of policy recommendations. The thesis is developed from three related steps: first is to gather and analyze documents on the development of sustainable tourism, second is to compare the results of operation in designated areas for sustainable tourism, using multisite case study and mixed methodology to survey impacts arised from tourism (by gathering data from the stakeholders, which are people who live in the tourist sites and from the tourists, then mix the information from these two steps and propose policy recommendations for sustainable tourism), third is to assess those recommendations regarding accuracy, suitability, possibility, and benefits (by distributing questionnaires to stakeholders to confirm the recommendations from key persons). It is found, as a result of the study, that 1) policy recommendations for sustainable tourism in Thailand can be categorized into 6 elements, 2) policy implementation of designated area for sustainable tourism is carried out by launching a ten-year master plan along with the vision defined in the policy and there are 8 structural-oriented problems, 3) there are 13 policy recommendations for sustainable tourism in Thailand: 1) launching a management system on tourist sites regarding the monitoring of impacts from tourism, the monitoring and inspecting of sustainability standards, and the restoring of security measures for the tourists; 2) promoting and advertising goods and services from communities and the tourist sites’owners in order to support and give sustainability to communities’ entrepreneurs with the focus on fair trades; 3) establishing a management system on natural resources and environment regarding water usage, water supply and safety among the tourists and the communities, water quality inspection, and water drainage; 4) establishing a management system on natural resources and environment with the emphasis on reducing green-house effects, energy reservation, public transportation, and waste management; 5) establishing a management system on social and cultural resources by inspiring the communities and the tourists to protect and preserve cultural heritages and to respect intellectual properties of the communities; 6) establishing a supporting system to encourage tourists to be volunteers for community development and for the preservation of cultural heritages and bio-diversity; 7) establishing guidelines on sustainable tourism for tourists to induce proper behaviors and to satisfy visitors; 8) using sustainable tourism as criteria for performance appraisal of the involved tour agencies; 9) emphasizing the development of tourist sites in relevant to its main objective, for instances, religious places, archeologic sites, etc.; 10) deploying designated areas of sustainable tourism for Niche market; 11) doing researches for feasibility studies of the next designated areas for sustainable tourism; 12) supporting community networks on sustainable tourism to encourage communication and cooperation among the involved agencies; 13) supporting the establishment of social enterprises to handle a participation process of the tourist sites’ owners and the tourists.
