THE STUDY ON PUBLIC PARTICIPATION EXPECTATION IN URBAN PLANNING AND DESIGNNING OF SONGKHLA SPECIAL ECONOMIC ZONE AT SADAO DISTRICT, SONGKHLA PROVINCE

Abstract

The objectives of this research are to investigate, analyze and evaluate theories, principles, methods and process in public participation available in the field of study, people’s views and desire to participate in designing and planning of Songkhla Special Economic Zone, to propose recommendations on public participation in urban planning of local neighborhood. In conducting the research, employed methods included collecting information from printed documents, electronic sources, and field survey. Public views and desire were gathered from 112 samples by means of questionnaires from 3 groups including Sadao residents, local leaders, and experts in public participation. The collecting task was done during 14 February – 6 March 2018 and a statistical analysis was performed using percentages, means and standard deviation. The findings from the research reveal that 3 groups reflex their views in the same direction. Public participation as proposed in the new City Planning Act is the most desirable with the means of 4.33 in the 1- 5 rating scale, follow by participation as describe in “General Theory of Participation”, and participation provided in the City Planning Act B.E. 2518, respectively.

In general, all groups wish to have a chance in providing relevant information during participation sessions, and to be informed regarding all public relation announcement. The researcher then recommended, for participatory operating, to provide more opportunity for people to participate in tasks such as project initiation and analysis, reviewing and evaluation, receiving progress report, and attending government annual meeting. For participation laws and regulations, it should be mandated for all public hearing conducted by government agencies to be performed before any formal decision-making. For participation as specified in “General Theory of Participation”, reinstating 6 levels of participations as delineated in the General Theory into the plan making process organized by The Department of Public Works and Town and Country Planning is recommended. For participation in the current Urban Planning Act B.E. 2518, planners should be required to conduct a field survey, meeting with people and their leader informally. Preparing planning material in the way that understandable and suitable of all is recommended. Time required for public meeting and hearing should take longer period, making it possible for several local parties to attend. For participation in the New Urban Planning Act, the Ministry of Interior should rewrite their New City Planning Act by providing more means of participation within the content as suggested in the General Theory, as well as preparing multi-media for making a better understanding the subject matter of the plans.

การวิจัยมีวัตถุประสงค์เพื่อศึกษาทฤษฎี แนวคิด หลักการ การมีส่วนร่วมของประชาชนในการวางแผน วิเคราะห์ความคาดหวังของประชาชนต่อการมีส่วนร่วมในการวางผังพื้นที่เฉพาะเขตเศรษฐกิจพิเศษสงขลา และเพื่อเสนอแนะแนวทางดำเนินการให้การมีส่วนร่วมของประชาชนเป็นไปอย่างมีประสิทธิภาพและได้ประโยชน์สูงสุด วิธี วิจัยประกอบด้วยการเก็บรวบรวมข้อมูลจากแหล่งที่เป็นเอกสาร สื่ออิเล็กทรอนิกส์ การสำรวจภาคสนาม และการรวบรวมข้อมูลด้านความคิดเห็นด้วยแบบสอบถามจากกลุ่มตัวอย่าง 112 คน ประกอบด้วยกลุ่มประชาชนทั่วไปในพื้นที่วิจัย กลุ่มผู้นำชุมชนในท้องถิ่น และกลุ่มนักวิชาการ ผู้เชี่ยวชาญ และเจ้าหน้าที่หรือพนักงานในหน่วยงานราช การดำเนินการในระหว่างวันที่ 14 กุมภาพันธ์ ถึง 6 มีนาคม 2561 การวิเคราะห์ข้อมูลจากแบบสอบถามด้วยสถิติพรรณนา การเปรียบเทียบ ค่าร้อยละ ค่าเฉลี่ยเลขคณิต และค่าเบี่ยงเบนมาตรฐาน ผลการวิจัยสรุปได้ว่าการมีส่วนร่วมที่ประชาชนได้แสดงความคิดเห็นว่ามีความสำคัญสูงที่สุด คือ การมีส่วนร่วมตามร่างพระราชบัญญัติการผังเมืองฉบับใหม่ รองลงมา คือการมีส่วนร่วมตามกรอบ“ทฤษฎีการมีส่วนร่วม”โดยทั่วไป และการมีส่วนร่วมตามพระราชบัญญัติการผังเมือง พ.ศ. 2518 มีความสำคัญต่ำที่สุด ในภาพรวมกลุ่มตัวอย่างจะให้ความสำคัญในด้านการมีส่วนร่วมในการแสดงความคิดเห็น และการจัดให้มีการโฆษณาจากสื่อต่างๆ ในการนำผลการวิจัยไปใช้เพื่อเปิดโอกาสให้ประชาชนมีส่วนร่วมในการวางแผน การวางผังเมือง และการวางผังพื้นที่เฉพาะ ผู้วิจัยมีข้อเสนอแนะการมีส่วนร่วมทางด้านการปฏิบัติการ โดยการมีส่วนร่วมในการแสดงความคิดเห็น การคิดวิเคราะห์โครงการ และการเปิดโอกาสให้ประชาชนร่วมติดตามตรวจสอบ รับทราบความคืบหน้า จัดให้มีการเข้าร่วมรับฟังผลการดำเนินการของภาครัฐ ข้อเสนอแนะการมีส่วนร่วมด้านกฎหมาย โดยกำหนดให้การประชุมรับฟังความคิดเห็นไม่ใช่เป็นแค่การรับฟังการประชาสัมพันธ์เพื่อให้มีการปฏิบัติครบถ้วนตามที่กฎหมายกำหนดเท่านั้น ต้องมีการทำประชาพิจารณ์เพื่อให้ได้รับการยอมรับและยินยอมจากประชาชน และเกิดขึ้นก่อนการตัดสินใจของรัฐบาล การมีส่วนร่วมตามกรอบ“ทฤษฎีการมีส่วนร่วม" ทั้ง 6 ระดับ ควรได้รับการบรรจุเป็นหลักการและนโยบายการดำเนินงานของกรมโยธาธิการและการผังเมือง การมีส่วนร่วมในพระราชบัญญัติการผังเมือง พ.ศ. 2518 เสนอให้มีมาตรการกำหนดให้ผู้วางและจัดทำผังเมืองต้องลงสำรวจพื้นที่ รับฟังแสดงความคิดเห็นของผู้นำชุมชนและประชาชนทั่วไป ควรจัดทำเอกสารความรู้ที่เกี่ยวข้องกับผังเมืองแสดงด้วยรูปภาพและรูปแบบที่น่าสนใจต่อทุกกลุ่ม กฎเกณฑ์และเงื่อนไขการรับฟังและแสดงความคิดเห็น ควรปรับระยะเวลาให้ยาวนานมากขึ้น เพื่อให้สอดคล้องกับวิถีชีวิตของประชาชนในท้องถิ่น ข้อเสนอแนะการมีส่วนร่วมในร่างพระราชบัญญัติการผังเมืองฉบับใหม่ ควรนำกรอบ“ทฤษฎีการมีส่วนร่วม” มาบรรจุไว้ให้ประชาชนมีส่วนร่วมในทุกระดับ ไม่ใช่เพียงแค่ระดับการรับรู้ข้อมูลและรับฟังความคิดเห็นเท่านั้น เพื่อเปิดโอกาสให้ประชาชนได้เข้ามามีส่วนร่วมมากขึ้นในหลายระดับตามทฤษฎี รวมทั้งการจัดเตรียมสื่อต่างๆนอกเหนือ จากแผนที่และแผนผังแบบเดิมๆที่ยังไม่สามารถสื่อความหมายให้ประชาชนทั่วไปเข้าใจ
