การจัดการชุมชนตามแนวทางเศรษฐกิจพอเพียงของชุมชนบ้านโพธิ์ศรี อำเภอบางปลาม้า จังหวัดสุพรรณบุรี

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาวิถีการดำเนินชีวิตตามแนวทางเศรษฐกิจพอเพียง หลักการจัดการชุมชน และปัจจัยที่ส่งเสริมให้ชุมชนบ้านโพธิ์ศรี อำเภอบางปลาม้า จังหวัดสุพรรณบุรี ประสบความสำเร็จตามแนวทางเศรษฐกิจพอเพียง ซึ่งผู้วิจัยศึกษาจากกลุ่มตัวอย่าง 3 กลุ่ม คือ กลุ่มผู้นำอย่างเป็นทางการ กลุ่มผู้นำอย่างไม่เป็นทางการ และตัวแทนชาวบ้าน ด้วยวิธีการสัมภาษณ์แบบเจาะลึก ผลการศึกษาพบว่า วิถีการดำเนินชีวิตของชาวบ้านมีการสืบทอดประเพณี วัฒนธรรมมาจากรุ่นบรรพบุรุษ เน้นการดำรงชีวิตตามแนวทางเศรษฐกิจพอเพียง บ้านเรือนมีความสะอาดเรียบร้อย ทุกคนมีความรัก ความสามัคคี เสียสละซึ่งกันและกัน รับฟังความคิดเห็นของผู้อื่น ชอบเข้าร่วมกิจกรรมของชุมชน การประกอบอาชีพเน้นการเกษตรกรรม ทำนา ปลูกผักสวนครัว เน้นการพึ่งพาตนเองตามแนวทางเศรษฐกิจพอเพียง และยังมีกลุ่มแม่บ้านได้รวมตัวกันในการประกอบอาชีพงานจักสานหวาย-ไม้ไผ่ มีผลิตภัณฑ์ต่าง ๆ มากมาย สามารถสร้างอาชีพ มีรายได้มาหาเลี้ยงครอบครัว ในส่วนของการจัดการชุมชน ผู้ใหญ่บ้านเน้นให้ชาวบ้านได้เข้ามามีส่วนร่วมในการจัดกิจกรรม ส่งเสริมให้ทุกคนมีการพัฒนาทักษะความรู้ ประสบการณ์ เน้นการทำงานเป็นทีม แบ่งหน้าที่กันทำตามความถนัด อีกทั้ง ผู้ใหญ่บ้านยังได้มีการบริหารจัดการชุมชนที่ยึดตามแบบวงจรคุณภาพที่เริ่มจากการวางแผนงาน ลงมือปฏิบัติตามแผนงานที่ได้กำหนดไว้ โดยให้มีการตรวจสอบและประเมินตามช่วงระยะเวลาอยู่ตลอด และเน้นการปรับปรุงและพัฒนานวัตกรรมใหม่ ๆ ให้สามารถต่อยอดสร้างรายได้ให้กับชุมชน และในส่วนของปัจจัยที่ส่งเสริมให้ชุมชนประสบความสำเร็จนั้น มาจากปัจจัยที่เกิดขึ้นภายในชุมชน ไม่ว่าจะเป็นด้านบุคลากร ด้านงบประมาณ ด้านกระบวนการบริหารจัดการ ด้านทรัพยากร และด้านเทคโนโลยีนวัตกรรม และปัจจัยภายนอกเข้ามามีผลกระทบกับชุมชน ทั้งนี้ ชุมชนใช้หลักการสร้างภูมิคุ้มกันที่ดีกับชาวบ้านเพื่อป้องกันผลกระทบที่อาจตามมา ผลการศึกษาครั้งนี้สามารถนำมาเป็นต้นแบบให้กับชุมชนที่ต้องการนำแนวทางเศรษฐกิจพอเพียงไปประยุกต์ใช้เพื่อให้เกิดความยั่งยืนกับชุมชนตลอดไป The objective of this research was to investigate sufficiency economy-based lifestyle, community management, and factors affecting the successful sufficiency economy-based community management of Ban Pho Si, Bang Pla Ma District, Suphan Buri Province. The sample of this study consisted of three major groups: The official leader group unofficial leader group and village representatives group. In-depth interview was used as the research instrument to collect data. The results of this research showed as follows. Local people have lifestyle, tradition, and culture inherited from ancestors, rely on sufficiency economy principle, clean and tidy house, share love, harmony, and sacrifice, listen to other opinions, prefer participating in local activities, make a living as agriculturists, farmers, backyard gardeners, are self-reliant based on sufficiency economy. Moreover, local housewives gathered together to make woven rattan (palm)-bamboo handicrafts and various local products, generating income, supporting their family. For community management, the village headman encourages local villagers to participate in local activities, supports them to develop their skills, knowledge and experiences, emphasizes teamwork, division of labor based on specialization. In addition, the village headman manages the community based on quality cycle: plan–do–check–act cycle, emphasizes new innovative improvement, generating income for local people. Factors affecting the successful community management were internal factors including local personnel, budge, management, resources, and technology and innovation as well as external factors. The Community has relied on immunity system to avoid potential impacts. In sum, the findings of this study could be used as the model for other communities that wish to apply sufficiency economy principle to achieve sustainable community.
