THE DEVELOPMENT OF POLICY INDICATORS FOR FORENSIC SCIENCE MANAGEMENT TO INCREASE THE POTENTIAL OF EXTRAJUDICIAL KILLINGS INVESTIGATION

Abstract

The purpose of this research was to study component indicators The Development of Policy Indicators for Forensic Science Management to Increase the Potential of Extrajudicial Killings Investigation. The method of the research was divide two steps as follows the first studies component indicators from study documents and related research and Inspection of suitability for indicators from specialist twenty one persons by used Ethnographic Delphi Future Research (EDFR) the second evaluation of congruence indicators from sample five hundred person’s confirmatory factor analysis. Then to set up a focus group for arrange main issued the indicator on be appropriate and evaluation policy indicators for forensic science management follow by Cohen’s Kappa. The instrument used in the study was a questionnaire. The data were analyzed by using Median, Interquartile range, Mean and Standard Deviati

The finding from research stated that there are 9 Indicators for Forensic Science Management to Increase the Potential of Extrajudicial Killings Investigation. Which is (1) the fundamental law involving with forensic sciences (2) input (3) Process (4) output (5) standard (6) increasing capability (7) Motivation (8) Flexible (9) Social. These indicators can be classified into 2 categories which are stimulated indicator (PLOIS) and result indicator (FAMS). Indicators of Policy Indicators for Forensic Science Management to Increase the Potential of Extrajudicial Killings Investigation. According to the group meeting about indicators evaluation for usage, attendants totally agreed to continue indicators of forensic sciences management policy which enhancing potential in extrajudicial kill investigation.

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาองค์ประกอบตัวบ่งชี้เชิงนโยบายการจัดการงานนิติวิทยาศาสตร์เพื่อเพิ่มศักยภาพทางด้านการสอบสวนคดีวิสามัญฆาตกรรม และพัฒนาตัวบ่งชี้เชิงนโยบายการจัดการงานนิติวิทยาศาสตร์เพื่อเพิ่มศักยภาพทางด้านการสอบสวนคดีวิสามัญฆาตกรรมวิธีดำเนินการวิจัยแบ่งออกเป็น 2 ขั้นตอนดังนี้ ขั้นตอนที่ 1 ศึกษาองค์ประกอบตัวบ่งชี้จากการศึกษาเอกสาร และงานวิจัยที่เกี่ยวข้อง และตรวจสอบความเหมาะสมของตัวบ่งชี้จากผู้เชี่ยวชาญ 21 คน โดยประยุกต์ใช้เทคนิคการวิจัยอนาคตแบบ EDFR ขั้นตอนที่ 2 ประเมินความเหมาะสมของตัวบ่งชี้จากกลุ่มตัวอย่างโดยใช้วิธีการสุ่มตัวอย่างแบบเฉพาะเจาะจง จำนวน 500 คน ด้วยการวิเคราะห์องค์ประกอบเชิงยืนยัน จากนั้นจึงจัดประชุมกลุ่มย่อย (Focus Group) เพื่อประเมินประเด็นตัวบ่งชี้มุ่งไปสู่การนำไปใช้งานและประเมินตัวบ่งชี้เชิงนโยบายการจัดการงานนิติวิทยาศาสตร์ตามวิธีการของ Cohen’s Kappaซึ่งเครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์ และแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่ามัธยฐาน (Median) ค่าพิสัยระหว่างควอไทล์ (Interquartile Range) ค่าเฉลี่ย (Mean) ค่าเบี่ยงเบนมาตรฐาน (Standard Deviation)

ข้อค้นพบจากการวิจัยพบว่าตัวบ่งชี้เชิงนโยบายการจัดการงานนิติวิทยาศาสตร์เพื่อเพิ่มศักยภาพทางด้านการสอบสวนคดีวิสามัญฆาตกรรมที่พัฒนาขึ้นได้มาเป็นตัวบ่งชี้ 9 ตัวบ่งชี้หลัก ได้แก่ 1) ด้านพื้นฐานทางกฎหมายที่เกี่ยวข้องกับงานนิติวิทยาศาสตร์ (Law) 2) ด้านปัจจัยนำเข้า (Input) 3) ด้านกระบวนการปฏิบัติงาน (Process) 4) ด้านผลลัพธ์ (Output) 5) ด้านความเป็นมาตรฐานสากล (Standard) 6) เพิ่มความสามารถในการทำงาน (Ability) 7) เพิ่มแรงจูงใจในการทำงาน (Motivation) 8)เพิ่มความยืดหยุ่นในการทำงาน (Flexible) และ 9) เพิ่มความเป็นเครือข่ายทางสังคม (Social) ซึ่งสามารถจำแนกตัวบ่งชี้เหล่านี้ออกเป็น 2 กลุ่มตัวบ่งชี้ประกอบด้วย ตัวบ่งชี้เชิงกระตุ้น (POLIS) และตัวบ่งชี้เชิงผลลัพธ์ (FAMS) ซึ่งสิ่งที่ได้จากการพัฒนาตัวบ่งชี้เชิงนโยบายการจัดการงานนิติวิทยาศาสตร์เพื่อเพิ่มศักยภาพทางด้านการสอบสวนคดีวิสามัญฆาตกรรม คือ ตัวบ่งชี้เชิงกลุ่ม และจากการประชุมกลุ่มย่อย ประเมินประเด็นตัวบ่งชี้เพื่อมุ่งไปสู่การนำไปใช้งานผู้เข้าร่วมประชุมมีความเห็นพร้องต้องกันตัวบ่งชี้เชิงนโยบายการจัดการงานนิติวิทยาศาสตร์เพื่อเพิ่มศักยภาพทางด้านการสอบสวนคดีวิสามัญฆาตกรรมต่อไป
