DEVELOPMENT OF CURRICULUM TO ENHANCE INSTRUCTIONAL COMPETENCIES FOR ELEMENTARY SCHOOL STUDENT TEACHERS TO DEVELOP CITIZENSHIP CHARACTERISTICS OF ELEMENTARY SCHOOL STUDENTS

Abstract

This research aimed to 1) study and analyze basic data for curriculum design and development to enhance instructional competencies for elementary school student teachers to develop citizenship characteristics of elementary school students; 2) develop a curriculum to enhance instructional competencies for elementary school student teachers to develop citizenship characteristics of elementary school students; 3) test the application of this curriculum – 3.1) assess instructional competencies in relation to knowledge and understanding of the foundation of citizenship and instructional design to develop citizenship characteristics of elementary school students, 3.2) assess instructional competencies in relation to capabilities for instructional design and instruction to develop citizenship characteristics of elementary school students, 3.3) assess instructional competencies in relation to attitudes towards the importance, value, and benefits of instructional design and instruction to develop citizenship characteristics, 3.4) assess curriculum satisfaction; and 4) assess and approve the curriculum. The samples in this research consisted of elementary school student teachers who were 4th year students from the Program in Elementary Education, the Faculty of Education, Silpakorn University, who enrolled in the course: Seminar in Elementary Education (471 409), 1st semester, academic year 2018. This research involved content analysis and data analysis through mean, standard deviations, and t-test for dependent.

The findings are as follows:

1. Results of the study and analysis of basic data for curriculum design and development to enhance instructional competencies for elementary school student teachers to develop citizenship characteristics of elementary school students – The curriculum development concept has been adopted as an approach to the development of, and elements of, the curriculum to enhance instructional competencies for elementary school student teachers to develop citizenship characteristics of elementary school students. This concept consists of: 1) Rationale, 2) Principles, 3) Aims, 4) Instructional period, 5) Structure of its content and practice, 6) Instructional approaches, 7) Instructional materials, and 8) Approaches to measurement and evaluation of learning outcomes to develop citizenship characteristics of elementary school students.

2. The elements of this curriculum comprise: 1) Rationale; 2) Principles; 3) Aims; 4) Instructional period; 5) Structure of its content and practice which comprise seven learning modules: Module 1: Orientation, Module 2: Learning about citizenship, Module 3: Civic education in elementary schools, Module 4: Instructional patterns and methods to develop citizenship for elementary school students, Module 5: Materials and sources of learning for instruction to develop citizenship for elementary school students, Module 6: Assessment of learning about citizenship for elementary school students, and Module 7: Instruction for development of citizenship for elementary school students: From Concept to practice; 6) Instructional approaches; 7) Instructional materials; and 8) Approaches to measurement and evaluation of learning outcomes.

3. Results of the curriculum testing – 3.1) The samples’ results of the post-test on knowledge and understanding of the foundation of citizenship and instructional design to develop citizenship characteristics of elementary school students were higher than the pre-test results at a statistically significant level of .001, 3.2) Their instructional competencies in relation to capabilities for instructional design and instruction to develop citizenship characteristics of elementary school students were at a high level; 3.3) Results of the evaluation of the instructional competencies in relation to the awareness of the importance, value and benefits of instructional design and instruction – 3.31) Importance: The samples were aware of the importance of instructional design and instruction which can develop citizenship characteristics which cover knowledge, skills, and attitudes; 3.2.2) Value: They were aware of the value of instructional design and instruction to develop citizenship characteristics of elementary school students, and 3.3.3) Benefits: They were aware of the benefits of instructional design and instruction to develop citizenship characteristics of elementary school students which are in line with objectives, contents, student ages, and context of educational institutions.

4. The results of the assessment and approval of the curriculum were at the highest level.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาและวิเคราะห์ข้อมูลพื้นฐานสำหรับการออกแบบ และพัฒนาหลักสูตรเพื่อเสริมสมรรถนะการจัดการเรียนรู้สำหรับนักศึกษาครูประถมศึกษาเพื่อพัฒนาคุณลักษณะความเป็นพลเมืองของนักเรียนระดับประถมศึกษา 2) พัฒนาหลักสูตรเพื่อเสริมสมรรถนะการจัดการเรียนรู้สำหรับนักศึกษาครูประถมศึกษาเพื่อพัฒนาคุณลักษณะความเป็นพลเมืองของนักเรียนระดับประถมศึกษา 3) ทดลองใช้หลักสูตร ดังนี้ 3.1) ประเมินสมรรถนะการจัดการเรียนรู้ของนักศึกษาครูประถมศึกษาด้านความรู้ความเข้าใจพื้นฐานความเป็นพลเมือง และการออกแบบจัดการเรียนรู้เพื่อพัฒนาคุณลักษณะความเป็นพลเมืองของนักเรียนระดับประถมศึกษา 3.2) ประเมินสมรรถนะการจัดการเรียนรู้ของนักศึกษาครูประถมศึกษาด้านความสามารถในการออกแบบ และจัดกิจกรรมการจัดการเรียนรู้เพื่อพัฒนาคุณลักษณะความเป็นพลเมืองของนักเรียนระดับประถมศึกษา 3.3) ประเมินสมรรถนะการจัดการเรียนรู้ของนักศึกษาครูประถมศึกษาด้านเจตคติของการตระหนักถึงความสำคัญ คุณค่า และประโยชน์ของการออกแบบ และจัดกิจกรรมการจัดการเรียนรู้เพื่อพัฒนาคุณลักษณะความเป็นพลเมืองของนักเรียนระดับประถมศึกษา 3.4) ประเมินความพึงพอใจของนักศึกษาครูประถมศึกษาที่มีต่อหลักสูตร และ4) เพื่อประเมิน และรับรองหลักสูตรเพื่อเสริมสมรรถนะการจัดการเรียนรู้สำหรับนักศึกษาครูประถมศึกษาเพื่อพัฒนาคุณลักษณะความเป็นพลเมืองของนักเรียนระดับประถมศึกษา กลุ่มตัวอย่าง คือ นักศึกษาครูสาขาวิชาการประถมศึกษา ชั้นปีที่ 4 คณะศึกษาศาสตร์ มหาวิทยาลัยศิลปากร ที่ลงทะเบียนเรียนรายวิชา 471 409 การสัมมนาการประถมศึกษา ภาคการศึกษาต้น ปีการศึกษา 2561 วิเคราะห์ข้อมูลโดยการหาค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบค่าทีแบบไม่เป็นอิสระต่อกัน (t-test for dependent) และการวิเคราะห์เนื้อหา (Content analysis) ผลการวิจัย พบว่า

1. ผลศึกษาและวิเคราะห์ข้อมูลพื้นฐานสำหรับการออกแบบ และพัฒนาหลักสูตรเพื่อเสริมสมรรถนะการจัดการเรียนรู้สำหรับนักศึกษาครูประถมศึกษาเพื่อพัฒนาคุณลักษณะความเป็นพลเมืองของนักเรียนระดับประถมศึกษา พบว่า หลักสูตรเพื่อเสริมสมรรถนะการจัดการเรียนรู้สำหรับนักศึกษาครูประถมศึกษาเพื่อพัฒนาคุณลักษณะความเป็นพลเมืองของนักเรียนระดับประถมศึกษา ได้นำแนวคิดรูปแบบการพัฒนาหลักสูตร เพื่อเป็นแนวทางสำหรับการพัฒนาหลักสูตรและองค์ประกอบของหลักสูตรเพื่อเสริมสมรรถนะการจัดการเรียนรู้สำหรับนักศึกษาครูประถมศึกษาเพื่อพัฒนาคุณลักษณะความเป็นพลเมืองของนักเรียนระดับประถมศึกษา ประกอบด้วย 1) ความเป็นมา 2) หลักการ 3) จุดมุ่งหมาย 4) ระยะเวลาการจัดการเรียนการสอน 5) โครงสร้างเนื้อหาและการฝึกปฏิบัติการ 6) แนวทางการจัดการเรียนการสอน 7) สื่อการเรียนการสอน และ 8) แนวทางการวัดและประเมินผลการเรียนรู้ เพื่อพัฒนาคุณลักษณะความเป็นพลเมืองของนักเรียนระดับประถมศึกษา

2. หลักสูตรเพื่อเสริมสมรรถนะการจัดการเรียนรู้สำหรับนักศึกษาครูประถมศึกษาเพื่อพัฒนาคุณลักษณะความเป็นพลเมืองของนักเรียนระดับประถมศึกษา มีองค์ประกอบคือ 1) ความเป็นมา 2) หลักการ 3) จุดมุ่งหมาย 4) ระยะเวลาการจัดการเรียนการสอน 5) โครงสร้างเนื้อหาและการฝึกปฏิบัติการประกอบด้วยโมดูลการเรียนรู้ตามหลักสูตร 7 โมดูล ได้แก่ โมดูลที่ 1 ปฐมนิเทศ โมดูลที่ 2 การเรียนรู้สู่ความเป็นพลเมือง โมดูลที่ 3 พลเมืองศึกษาในโรงเรียนประถมศึกษาโมดูลที่ 4 รูปแบบ และวิธีสอนสำหรับจัดการเรียนรู้เพื่อพัฒนาคุณลักษณะความเป็นพลเมืองของนักเรียนระดับประถมศึกษา โมดูลที่ 5 สื่อและแหล่งเรียนรู้สำหรับการจัดการเรียนรู้เพื่อพัฒนาคุณลักษณะความเป็นพลเมืองของนักเรียนระดับประถมศึกษา โมดูลที่ 6 การประเมินการเรียนรู้คุณลักษณะความเป็นพลเมืองของนักเรียนระดับประถมศึกษา และโมดูลที่ 7 การจัดการเรียนรู้เพื่อพัฒนาคุณลักษณะความเป็นพลเมืองของนักเรียนระดับประถมศึกษา: แนวคิดสู่การปฏิบัติ 6) แนวทางการจัดการเรียนการสอน 7) สื่อการเรียนการสอน และ 8) แนวทางการวัดและประเมินผลการเรียนรู้

3. ผลการทดลองใช้หลักสูตร พบว่า 3.1) ผลการประเมินสมรรถนะการจัดการเรียนรู้ด้านความรู้ความเข้าใจพื้นฐานความเป็นพลเมือง และการออกแบบจัดการเรียนรู้เพื่อพัฒนาคุณลักษณะความเป็นพลเมืองของนักเรียนระดับประถมศึกษา หลังเรียนสูงกว่าก่อนเรียนอย่างมีนัยสำคัญทางสถิติที่ระดับ .01 3.2) ผลการประเมินสมรรถนะการจัดการเรียนรู้ด้านความสามารถในการออกแบบ และจัดกิจกรรมการจัดการเรียนรู้อยู่ในระดับมาก 3.3) ผลการประเมินสมรรถนะการจัดการเรียนรู้ด้านเจตคติของการตระหนักถึงความสำคัญ คุณค่า และประโยชน์ของการออกแบบ และจัดกิจกรรมการจัดการเรียนรู้เพื่อพัฒนาคุณลักษณะความเป็นพลเมืองของนักเรียนระดับ พบว่า 3.31) ด้านความสำคัญ นักศึกษาครูประถมศึกษาให้ความสำคัญของการออกแบบ และจัดกิจกรรมการจัดการเรียนรู้ที่สามารถพัฒนาคุณลักษณะความเป็นพลเมืองที่ครอบคลุมด้านความรู้ ทักษะ และเจตคติ 3.2.2) ด้านคุณค่า นักศึกษาครูประถมศึกษาตระหนักถึงคุณค่าของการออกแบบ และจัดกิจกรรมการจัดการเรียนรู้เพื่อพัฒนาคุณลักษณะความเป็นพลเมืองให้กับนักเรียนระดับประถมศึกษา และ3.3.3) ด้านประโยชน์ นักศึกษาครูประถมศึกษาตระหนักถึงประโยชน์ของการออกแบบ และจัดกิจกรรมการจัดการเรียนรู้เพื่อพัฒนาคุณลักษณะความเป็นพลเมืองของนักเรียนระดับประถมศึกษาที่สอดคล้องกับจุดประสงค์ เนื้อหา วัยของนักเรียน และบริบทของสถานศึกษา

4. ผลการประเมินรับรองหลักสูตรเพื่อเสริมสมรรถนะการจัดการเรียนรู้สำหรับนักศึกษาครูประถมศึกษาเพื่อพัฒนาคุณลักษณะความเป็นพลเมืองของนักเรียนระดับประถมศึกษาอยู่ในระดับมากที่สุด
