ADMINISTRATION TO THE EXCELLENCE OF THE PRIMARY EDUCATIONAL SERVICE AREA OFFICES

Abstract

The research objectives were to 1) identify the components of Excellent Administration of the Primary Educational Service Area Offices 2) verify the components of Excellent Administration of the Primary Educational Service Area Offices. The samples were taken from 127 of the Primary Educational Service Area Office. The respondents were the administrators of the Primary Educational Service Area Office and the representative of education personnel, 254 totally. The research instruments used were semi-unstructured interview, opinionnaire, and connoisseur’s questionnaire to check the confirm factor of. The statistical used for data for analyzing were frequency, percentage, arithmetic mean, standard deviation, Exploratory factor analysis and content analysis.

The research findings were as follow:

1. The components of Excellent Administration of the Primary Educational Service Area Offices include 7 components in 72 variables. Found that the weight of the variable observed values from 0.500 to 0.739. Variance of Variable is higher than 1.00. which can explain 77.172 percentage from high to low were 1) Transformational leadership 2) Continuous human resource management development 3) Organizational culture 4) Quality administration 5) Focusing on the stakeholders 6) Participate management and 7) Organization structure.

2. The experts confirmed that the components of Excellent Administration of the Primary Educational Service Area Offices consisted 7 components in 72 variables were 1) Transformational leadership 2) Continuous human resource management development 3) Organizational culture 4) Quality administration 5) Focusing on the stakeholders 6) Participate management and 7) Organization structure. They were accuracy, propriety, feasibility and utility.

การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อทราบ 1) องค์ประกอบการบริหารสู่ความเป็นเลิศ ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษา 2) ผลการยืนยันองค์ประกอบการบริหารสู่ความเป็นเลิศ ของสำนักงานเขตพื้นที่การศึกษาประถมศึกษา กลุ่มตัวอย่าง คือ สำนักงานเขตพื้นที่การศึกษาประถมศึกษา จำนวน 127 แห่ง ผู้ให้ข้อมูลสำนักงานเขตพื้นที่การศึกษาประถมศึกษา แห่งละ 2 คน ประกอบด้วย ผู้บริหาร จำนวน 1 คน และผู้แทนบุคลากรทางการศึกษา จำนวน 1 คน รวมทั้งสิ้น 254 คน เครื่องมือ ที่ใช้ในการวิจัย คือ แบบสัมภาษณ์แบบกึ่งโครงสร้าง แบบสอบถามความคิดเห็น และแบบสอบถาม ผู้ทรงคุณวุฒิ เพื่อยืนยันองค์ประกอบการบริหารสู่ความเป็นเลิศของสำนักงานเขตพื้นที่การศึกษา ประถมศึกษา สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ความถี่ ร้อยละ มัชฌิมเลขคณิต และส่วนเบี่ยงเบน มาตรฐาน การวิเคราะห์องค์ประกอบเชิงสำรวจ และการวิเคราะห์เนื้อหา

ผลการวิจัย พบว่า

1. องค์ประกอบการบริหารสู่ความเป็นเลิศของสำนักงานเขตพื้นที่การศึกษา ประถมศึกษา จำนวน 7 องค์ประกอบ 72 ตัวแปร ค่าน้ำหนักปัจจัย อยู่ระหว่าง 0.500-0.739 ค่าความแปรปรวนของตัวแปร มากกว่า 1.00 สามารถอธิบายค่าแปรปรวนของตัวแปรทั้งหมดได้เท่ากับ ร้อยละได้ทั้งหมด 77.172 น้ำหนักขององค์ประกอบที่ได้จากการเรียงลำดับมากไปหาน้อย คือ 1) ภาวะผู้นำ การเปลี่ยนแปลง 2) พัฒนาการบริหารทรัพยากรบุคคลอย่างต่อเนื่อง 3) วัฒนธรรมองค์กร 4) การบริหารอย่างมีคุณภาพ 5) มุ่งเน้นต่อผู้มีส่วนได้ส่วนเสีย 6) การบริหารแบบมีส่วนร่วม และ 7) การจัดโครงสร้างองค์กร

2. ผลยืนยันองค์ประกอบการบริหารสู่ความเป็นเลิศของสำนักงานเขตพื้นที่การศึกษา ประถมศึกษา พบว่า องค์ประกอบการบริหารสู่ความเป็นเลิศของสำนักงานเขตพื้นที่การศึกษา ประถมศึกษา จำนวน 7 องค์ประกอบ คือ 1) ภาวะผู้นำการเปลี่ยนแปลง 2) พัฒนาการบริหารทรัพยากร บุคคลอย่างต่อเนื่อง 3) วัฒนธรรมองค์กร 4) การบริหารอย่างมีคุณภาพ 5) มุ่งเน้นต่อผู้มีส่วนได้ส่วนเสีย 6) การบริหารแบบมีส่วนร่วม 7) การจัดโครงสร้างองค์กร จำนวน 72 ตัวแปร มีความถูกต้อง เหมาะสม เป็นไปได้ และเป็นประโยชน์
