A Study on Analyzing the Supply Chain and Value Chain for Developing the Community Enterprises and One Tambon One Product

Abstract

The objective of this research is to study supply chain, value chain, and factors affecting the value addition to processed agricultural products of One Tambon One Product (OTOP) entrepreneurs which are the processed fruit products as their main component consisting of more than 80 percent of fruit. They comprise of 5 kinds of fruit, namely coconuts, mangosteens, durians, longans and rambutans. The data were collected by interviewing OTOP entrepreneurs who registered with the Community Development Department. Moreover, Multi-Criteria Performance Measurement Technique (MCPMT) was used for the analysis of income proportion and SPSS program was used for the statistical analysis. The obtained data could be used to choose suitable methods for developing OTOP entrepreneurs.

In addition, the study reveals that the supply chain model of OTOP products is the traditional model called “the linear cooperation”. The income proportion in the supply chain belongs to the minority that are processors and sellers with 30 - 40 percent of income. On the other hand, growers or farmers, the majority of the supply chain, embrace only 7 - 10 percent of income. Furthermore, it is found that the processing technology that helps add values to OTOP products, the processed fruit, the most is a freeze-drying technology. The factor, additionally, resulting in the value addition to products is a packaging factor. Therefore, urging farmers to become entrepreneurs and boosting the competitiveness of OTOP entrepreneurs affect the change of the supply chain by increasing farmers’ income. In case of desiring to develop farmers or OTOP entrepreneurs, the use of freeze-drying technology is, hence, suitable for creating the greatest value to the products.

งานวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาห่วงโซ่อุปทาน (Supply chain) ห่วงโซ่คุณค่า (Value chain) และปัจจัยที่ส่งผลต่อการเพิ่มมูลค่าของผลิตภัณฑ์สินค้าเกษตรแปรรูปกลุ่มผู้ประกอบการสินค้าโอทอป กลุ่มผลิตภัณฑ์ผลไม้แปรรูปที่มีผลไม้เป็นส่วนประกอบหลักมากกว่าร้อยละ 80 จำนวน 5 ชนิด ได้แก่ มะพร้าว มังคุด ทุเรียน ลำไย และเงาะ โดยใช้การเก็บข้อมูลด้วยการสอบถาม จากผู้ประกอบการสินค้าโอทอปที่ขึ้นทะเบียนกับกรมพัฒนาชุมชน นำมาวิเคราะห์สัดส่วนรายได้ด้วยวิธี MCPMT และการวิเคราะห์ทางสถิติด้วยโปรแกรม SPSS เพื่อเป็นข้อมูลในการเลือกแนวทางที่เหมาะในการพัฒนาผู้ประกอบการสินค้าโอทอป

จากการศึกษาพบว่าลักษณะห่วงโซ่อุปทานของผลิตภัณฑ์สินค้าโอทอปเป็นห่วงโซ่อุปทานรูปแบบเดิมที่เป็นเชิงเส้นตรง (linear cooperation) สัดส่วนรายได้ภาในห่วงโซ่อุปทานตกอยู่ในมือของกลุ่มคนส่วนน้อย คือ นักแปรรูป และนักขาย โดยมีสัดส่วนรายได้ถึงร้อยละ 30 ถึง 40 ในขณะที่นักปลูกหรือเกษตรกรซึ่งเป็นกลุ่มคนส่วนใหญ่ของห่วงโซ่อุปทานกลับมีสัดส่วนรายได้จากห่วงโซ่อุปทานเพียงร้อยละ 7 ถึง 10 เท่านั้น และพบว่าเทคโนโลยีการแปรรูปที่สามารถสร้างมูลค่าเพิ่มให้กับผลิตภัณฑ์สินค้าโอทอปกลุ่มผลไม้แปรรูปสูงสุดคือเทคโนโลยีการอบแห้งฟรีดดราย (Freeze dry) และปัจจัยที่ส่งผลให้สินค้ามีมูลค่าเพิ่มขึ้นคือปัจจัยของลักษณะบรรจุภัณฑ์ ดังนั้นการผลักดันเกษตรกรสู่การเป็นผู้ประกอบการและการเพิ่มขีดความสามารถในการแข่งขันของกลุ่มผู้ประกอบสินค้าโอทอป จึงเป็นกระบวนการที่ส่งผลห่วงโซ่อุปทานเกิดการเปลี่ยนแปลงทำให้เกษตรมีรายได้เพิ่มขึ้น โดยหากต้องการที่จะพัฒนาเกษตรกรหรือกลุ่มผู้ประกอบการโอทอป การใช้เทคโนโลยีอบแห้งฟรีดดรายจึงเป็นเทคโนโลยีที่เหมาะสมที่สามารถสร้างมูลค่าให้กับสินค้าได้มากที่สุด
