การพัฒนาตัวชี้วัดมาตรฐานทางการจัดการเพื่อการขนส่ง ผลิตภัณฑ์น้ำมันเตาทดแทนสู่ผู้ผลิตรายใหญ่

Abstract

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาการพัฒนาตัวชี้วัดมาตรฐานทางการจัดการเพื่อการขนส่งผลิตภัณฑ์น้ำมันเตาทดแทนสู่ผู้ผลิตรายใหญ่ โดยผู้วิจัยได้ทำการวิจัยเอกสาร และสัมภาษณ์ EDFR รอบที่1 กับผู้ให้ข้อมูลหลักทั้ง17คน ก่อนที่จะสร้างแบบสอบถามไปทำEDFR รอบที่ 2 จนสามารถขึ้นรูปได้ สุดท้ายตรวจสอบความเที่ยงตรงเชิงเนื้อหาจากผู้เชี่ยวชาญทั้ง 3 คน แล้วรูปเป็นแนวทางการพัฒนา จากผลการวิจัยเอกสารและสัมภาษณ์ผู้เชี่ยวชาญ EDFR ในรอบที่ 1 ทำให้ได้แนวโน้มในด้านการตรวจสอบสินค้าหรือผลิตภัณฑ์น้ำมันเตาทดแทน ด้านการติดตามและประเมินผลในระหว่างการส่งมอบสินค้าหรือผลิตภัณฑ์น้ำมันเตาทดแทน ตั้งแต่ออกจากโรงงานผู้ผลิตไปจนถึงมือลูกค้าในภาคอุตสาหกรรมต่างๆ ด้านการป้องกันการลักลอบหรือขโมยสินค้าหรือผลิตภัณฑ์น้ำมันเตาทดแทน ช่วงที่อยู่ระหว่างทางเพื่อขนส่งไปยังลูกค้า จากนั้นจึงนำไปพัฒนาแบบสอบถาม EDFR รอบที่ 2 ถึงโอกาสความเป็นไปได้ โดยพิจารณาจากค่าพิสัยระหว่างควอไทล์ที่มีค่าน้อยกว่า 1.5 ซึ่งแสดงให้เห็นถึงความสอดคล้องกันของผู้เชี่ยวชาญ และค่ามัธยฐานอยู่ในช่วง 3.50 ขึ้นไป ซึ่งแสดงให้เห็นว่าผู้เชี่ยวชาญให้ความเห็นแต่ละแนวโน้มมีความเป็นไปได้อยู่ในระดับมากและมากที่สุด ที่ใช้เป็นแนวทางในการพัฒนาตัวชี้วัดมาตรฐานทางการจัดการ เพื่อการขนส่งผลิตภัณฑ์น้ำมันเตาทดแทน สู่ผู้ผลิตรายใหญ่ ได้แก่ การชั่งน้ำหนักรถที่บรรทุกผลิตภัณฑ์น้ำมันเตาทดแทน การติดตั้งอุปกรณ์และระบบในการติดตาม (GPS) การขนส่งผลิตภัณฑ์น้ำมันเตาทดแทนจากโรงงานผู้ผลิตไปสู่ลูกค้า ด้านการติดตั้งซีล (Seal) ตามจุดต่างๆเพื่อป้องกันการเปิดหรือลักลอบนำผลิตภัณฑ์น้ำมันเตาทดแทนออกจากตัวรถบรรทุกสินค้าในขณะทำการขนส่งไปยังลูกค้า ด้านการขนส่งคมนาคมในช่วงเวลาส่งมอบผลิตภัณฑ์น้ำมันเตาทดแทนเพื่อลดต้นทุนและเวลาที่ใช้รวมถึงปริมาณการสิ้นเปลืองน้ำมันเชื้อเพลิงของรถบรรทุกสิ้นค้าได้อีกด้วย

This research aims to study the development of standardized management indicators to transport oil products to replace major suppliers. Besides, the median value was higher than 3.50 which showed that the specialist’s opinions toward each resolution were at highest levels.
