Factor of school Plan Implementation Monitoringby Basic Education School Board in the Schoolunder Bangkok Metropolitan

Abstract

The purposes of this research were 1) to determine the component Factor of School Plan Implementation Monitoring by Basic Education School Board in the School under Bangkok Metropolitan and 2) result of confirm the component Factor of School Plan Implementation Monitoring by Basic Education School Board in the School under Bangkok Metropolitan. The sample of this study were 185 schools under Bangkok metropolitan administration. The respondents were 2 persons in each school; a school director and chairman of school board, totally 370. The research instruments were semi-structured interview, questionnaires and check list. The statistics used in data analysis were frequencies, percentage, means, standard deviation, exploratory factor analysis, and content analysis.

The results of research were as follows

1. The components of Factor of School Plan Implementation by Basic Education School Board in the School under Bangkok Metropolitan were consisted of 4 components which were 1) Monitoring system, 2) Principles of monitoring, 3) Monitoring of School Development Plans, and 4) Monitoring of community development.

2. The 4 components Factor of School Plan Implementation Monitoring by Basic Education School Board in the School under Bangkok Metropolitan were confirmed by experts that correct, suitable, possible, useful, comprehensive according to the theory and the concept this thesis.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ทราบองค์ประกอบการกำกับติดตามการดำเนินงานตามแผนของสถานศึกษาโดยคณะกรรมการสถานศึกษาขั้นพื้นฐาน โรงเรียนสังกัดกรุงเทพมหานคร 2) ยืนยันองค์ประกอบการกำกับติดตามการดำเนินงานตามแผนของสถานศึกษาโดยคณะกรรมการสถานศึกษาขั้นพื้นฐานโรงเรียนสังกัดกรุงเทพมหานคร กลุ่มตัวอย่างที่ใช้คือ โรงเรียนสังกัดกรุงเทพมหานคร จำนวน 185 โรง ผู้ให้ข้อมูลโรงเรียนละ 2 คน ประกอบด้วย ผู้อำนวยการสถานศึกษา จำนวน 1 คน และประธานคณะกรรมการสถานศึกษาขั้นพื้นฐาน จำนวน 1 คน รวมผู้ให้ข้อมูลทั้งสิ้น 370 คน ได้มาโดยการสุ่มแบบแบ่งประเภท (Stratified Random Sampling) โดยแบ่งตามเป็นกลุ่มเขต กรุงเทพมหานคร จำนวน 50 เขต เครื่องมือที่ใช้ในการวิจัย จำนวน 2 ฉบับ ประกอบด้วย 1) แบบสัมภาษณ์กึ่งโครงสร้าง (semi-structured interview) จำนวน 1 ฉบับ 2) แบบสอบถาม จำนวน 1 ฉบับ สถิติที่ใช้ในการวิจัยคือ ความถี่ ร้อยละ มัชฌิมเลขคณิต (X) ส่วนเบี่ยงเบนมาตรฐาน (S.D.) วิเคราะห์ปัจจัยเชิงสำรวจ (Exploratory Factor Analysis) และวิเคราะห์เนื้อหา (content analysis)

ผลการวิจัยพบว่า

1. องค์ประกอบการกำกับติดตามการดำเนินงานตามแผนของสถานศึกษาโดยคณะกรรมการสถานศึกษาขั้นพื้นฐาน โรงเรียนสังกัดกรุงเทพมหานครประกอบด้วย 4 องค์ประกอบคือ 1) ระบบการกำกับติดตาม 2) หลักการกำกับติดตาม 3) การกำกับติดตามแผนพัฒนาสถานศึกษา และ 4) การกำกับติดตามการพัฒนาชุมชน

2. ผลการยืนยันองค์ประกอบการกำกับติดตามการดำเนินงานตามแผนของสถานศึกษาโดยคณะกรรมการสถานศึกษาขั้นพื้นฐานโรงเรียนสังกัดกรุงเทพมหานคร โรงเรียนสังกัดกรุงเทพมหานคร พบว่า ผู้อำนวยการสถานศึกษาและประธานคณะกรรมการส่วนใหญ่ มีความคิดเห็นสอดคล้องกันว่าองค์ประกอบการติดตามการดำเนินงานตามแผนของสถานศึกษาโดยคณะกรรมการสถานศึกษาขั้นพื้นฐาน โรงเรียนสังกัดกรุงเทพมหานคร มีความถูกต้อง มีความเหมาะสม มีความเป็นไปได้ และสามารถนำไปใช้ประโยชน์ได้
