Guidelines for City Bus Planning in the Urban Center: Case Study of Phaholyothin Road

Abstract

This research aims to study about concept and theory of bus-planning in urban area, to analyse the bus-planning on Phaholyothin road, and to suggest guidelines for city bus-planning in the urban center. The conceptual framework relates to 3 dimensions which are the connection between bus and railway system, the comprehensive service-network, and the simplicity of network. The methods of analysis are field study, GIS analysis, and basic opinion survey with users, the representatives from non-governmental organizations, and experts of public transportation planning. The research found that significant concepts for city bus-planning are 4 issues: 1) the improvement of the comprehensive service-network, 2) bus schedule preparation, 3) the improvement of the connection between bus and railway system, and 4) the change of service quality. These findings could be beneficial to the study and development of public transportation system, policy setting, and urban management for Bangkok.

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาแนวคิดและทฤษฎีการวางแผนรถโดยสารประจำทางในเขตเมือง เพื่อวิเคราะห์การวางแผนรถโดยสารประจำทางบริเวณถนนพหลโยธิน และเพื่อเสนอแนะแนวทางการวางแผนรถโดยสารประจำทางในเขตเมือง ผ่านกรอบแนวคิด 3 ด้าน คือ การเชื่อมต่อกับระบบราง ความครอบคลุมของโครงข่าย และความง่ายของโครงข่าย โดยมีการวิเคราะห์พื้นที่ศึกษาด้วยการลงพื้นที่ภาคสนาม การวิเคราะห์โครงข่ายรถโดยสารด้วยซอฟท์แวร์ทางภูมิสารสนเทศ (GIS) และใช้การพูดคุยสอบถามเบื้องต้นกับผู้ใช้งาน ผู้ประกอบการเดินรถ ตัวแทนกลุ่มองค์กรเอกชนเพื่อสาธารณประโยชน์ (NGO) รวมทั้งผู้เชี่ยวชาญด้านการขนส่งสาธารณะ เพื่อรวบรวมข้อมูลความเห็นในด้านต่างๆ ประกอบการวิเคราะห์ผล การวิจัยพบว่า แนวทางที่มีความสำคัญต่อการวางแผนรถโดยสารประจำทางในเขตศูนย์กลางเมืองปรากฏ 4 ข้อ คือ 1) การปรับปรุงโครงข่ายให้ครอบคลุม 2) การจัดทำแผนการเดินรถ 3) การปรับปรุงการเชื่อมต่อกับระบบราง และ 4) การปรับปรุงคุณภาพการให้บริการ ซึ่งจะเป็นประโยชน์ในการศึกษาและพัฒนาระบบโครงข่ายขนส่งสาธารณะในเขตศูนย์กลางเมือง การกำหนดนโยบายของภาครัฐ และการจัดการเมืองในกรุงเทพมหานคร
