กระบวนการฟื้นฟูพื้นที่ป่าชายเลนเพื่อการพัฒนาที่ยั่งยืน กรณีศึกษาชุมชนต้นแบบบ้านเปร็ดใน ตำบลห้วงน้ำขาว อำเภอเมือง จังหวัดตราด

Abstract

การวิจัยครั้งนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ (Qualitative research) โดยมีวัตถุประสงค์ 1) เพื่อศึกษาถึงสภาพการณ์ของพื้นที่ป่าชายเลนและกระบวนการฟื้นฟูระบบนิเวศป่าชายเลน 2) เพื่อศึกษาถึงแนวปฏิบัติที่เป็นเลิศและปัจจัยเงื่อนไขที่ส่งผลในด้านการดำเนินการฟื้นฟูพื้นที่ธรรมชาติป่าชายเลน 3) เพื่อศึกษาถึงแนวทางการฟื้นฟูระบบนิเวศป่าชายเลน ของชุมชนต้นแบบบ้านเปร็ดใน ตำบลห้วงน้ำขาว อำเภอเมือง จังหวัดตราด ผู้วิจัยใช้วิธีศึกษาเอกสารที่เกี่ยวข้อง การเก็บข้อมูลภาคสนาม (Field work) การสังเกต (Observation) และการสัมภาษณ์เชิงลึก (In-depth Interview) จากกลุ่มผู้นำ-ชุมชน กลุ่มนักวิชาการป่าชายเลน และกลุ่มชาวบ้านในชุมชน โดยใช้เครื่องมือเป็นแบบสัมภาษณ์กึ่งโครงสร้าง (Semi-Structural Interview) และแบบบันทึกการสังเกตไม่มีส่วนร่วม (Non-participant Observation) มาทำการวิเคราะห์แบบอุปนัย (Analytic Induction) โดยมีการจำแนกชนิดของข้อมูล (Typological Analysis) และนำมาจัดระเบียบข้อมูล (Data Organizing) แยกเป็นประเด็นด้านกายภาพและด้านเนื้อหา ผลการศึกษาพบว่า 1. สภาพการณ์ของพื้นที่ป่าชายเลนและกระบวนการฟื้นฟูระบบนิเวศป่าชายเลนชุมชนต้นแบบบ้านเปร็ดใน ประกอบด้วย 2 ประการ ดังนี้ ประการแรกด้านสภาพการณ์ เป็นชุมชนที่มีการจัดการด้านการอนุรักษ์ป่าชายเลนที่ประสบความสำเร็จ เกิดจากความร่วมแรงร่วมใจของชาวบ้านในชุมชน การตั้งกลุ่มอนุรักษ์ป่าชายเลน กลุ่มสัจจะออมทรัพย์ และการผสานความร่วมมือกันทั้งภายในและภายนอกชุมชน ประการที่สองมีกระบวนการฟื้นฟูระบบนิเวศป่าชายเลนชุมชนอย่างเป็นระบบ โดยการสร้างกติกาชุมชน การวางแผนกิจกรรม การเผยแพร่องค์ความรู้ ทั้งนี้ต้องอาศัยการเคารพกติกาของคนในชุมชน ความร่วมแรงร่วมใจและความร่วมมือกับทุกภาคส่วน แสดงออกให้เห็นพลังของชุมชนที่ผลักดันให้เกิดเป็นชุมชนต้นแบบแห่งการพัฒนาอย่างยั่งยืน 2. ชุมชนต้นแบบบ้านเปร็ดในมีการใช้แนวปฏิบัติที่เป็นเลิศในการฟื้นฟูป่าชายเลน โดยชุมชนมีการน้อมนำปรัชญาของเศรษฐกิจพอเพียง (Philosophy of Sufficiency Economy) มาใช้ ผนวกกับการแสวงหาเครือข่ายอนุรักษ์ฟื้นฟูป่าชายเลน การใช้ประโยชน์อย่างถูกต้องเหมาะสมจากผู้มีส่วนได้ส่วนเสีย และการจัดการอย่างเป็นระบบ ประกอบไปด้วยปัจจัยเงื่อนไขที่ส่งผลต่อความสำเร็จของชุมชน คือ ผู้นำชุมชนมีความเข้มแข็ง ชาวบ้านในชุมชนมีความผูกพันกับป่าชายเลน และการเปิดโอกาสในการมีส่วนร่วมของชาวบ้านในชุมชน ทำให้ชุมชนแห่งนี้เป็นแหล่งที่อุดมสมบูรณ์ด้วยทรัพยากรธรรมชาติป่าชายเลนมากที่สุดแห่งหนึ่งของประเทศไทย 3. แนวทางการฟื้นฟูระบบนิเวศป่าชายเลนชุมชน 3 ด้าน ประกอบด้วย การจัดตั้งกลุ่มอนุรักษ์ป่าชายเลนชุมชนบ้านเปร็ดใน การก่อตั้งศูนย์เรียนรู้ชุมชนเพื่อขยายองค์ความรู้เกี่ยวกับป่าชายเลนสู่ชาวบ้านในชุมชนและผู้สนใจ และแสวงหาความร่วมมือเพื่อนำองค์ความรู้ใหม่มาปรับใช้ให้เกิดการบูรณาการร่วมกับชุมชนผ่านการประชุม การจัดเสวนาแลกเปลี่ยนเรียนรู้ และผ่านการเรียนการสอน เพื่อสร้างจิตสำนึกและความอยู่ดีกินดีของชาวบ้านชุมชนต้นแบบบ้านเปร็ดใน และเป็นต้นแบบแห่งการมีวิถีชีวิตร่วมกับระบบนิเวศธรรมชาติอย่างยั่งยืน This research study based on qualitative research methodologies. The objectives of this research were: 1) to study an ecosystems of Mangroves reconstruction processes 2) to study the practice of excellence and factors that affect to implementation of the regeneration in the area of natural mangrove 3) to study an ecosystem guidelines for mangrove restoration. The researcher was used method of storage field, In- Depth interviews, studied all relevant documents and observation from community leaders, the scholars mangroves and a group of people in the community. Using a semi-structured interview and the observation is not involved. The analysis of inductive classification of information to organize data Separate issues and physical content. The study reveals that. 1. The processes of the mangrove ecosystem restoration in Baan Pred Nai have two main aspects. Firstly, the community was successful in conservation management. Due to an efforts of people in the community by establish mangrove conservation community also organized The Truth Savings in community and integration both within and outside the community. Secondly, there is the ecological restoration of mangrove communities in a systematic way by building the community rules, planning to dissemination of knowledge. The cooperation and collaboration with all sectors demonstrated the power of community to push a model of sustainable development of the profession. 2. Baan Pred Nai was used some of the best practice and applied for mangrove restoration, such as adopted a philosophy of sufficiency economy into the community and search for mangrove conservation network also selected an appropriate stakeholders and management system. The factors that affected to the success of the community is community leaders have strengthened, people in the community are bound to the forest and the opportunity to engage people in the community. This community is rich with natural resources, most of the mangrove forests in Thailand. 3. The restoration of mangrove ecosystems included three processes 1) establishment of the conservation community in Baan Pred Nai 2) establishment of community learning centers to expand their knowledge about mangroves to people in the community and other interested parties 3) cooperation and bring a new knowledge and apply them to achieve integration with the community through the meetings for objective of create awareness and well-being community in Baan Pred Nai and to be role model of living with natural ecosystems sustainably.
