This study adopted the R&D research methodology, which collected data through the documentary analysis method, inquiry method, and interview method.  This study utilised the R&D research method, gathering data via documentary analysis, inquiry, and interviews. The primary research instruments were questionnaires and interview forms. The researcher initially administered a questionnaire to 368 undergraduates at Fuzhou Institute of Technology to obtain quantitative data, and subsequently conducted interviews with 15 key informants for qualitative data. The quantitative data underwent descriptive statistical analysis, the qualitative data was subject to content analysis, and a SWOT analysis was performed to integrate both types of data and formulate relevant policy guideline. These policy guidelines were validated through a review meeting with nine experts, and their feasibility was further confirmed via follow-up interviews post - meeting. The study's results revealed the following: (1) The current state of breakdance at Fuzhou Institute of Technology comprises 9 strengths, 5 weaknesses, 8 opportunities, and 8 threats. (2) In response to the analysis of breakdance's status at the institute, this study proposes policy guidelines in five domains: policy management, training facility management, human resource management, security management, and collaborative management, amounting to 15 policy guidelines. (3) The experts involved in the analysis concurred that these policy guidelines are highly feasible and suitable, aligning with Fuzhou Institute of Technology's current breakdance development needs, with the exception of a few policy guidelines that require merging. After consolidating these policies, the final outcome is 11 policy guidelines.
