การพัฒนาแบบวัดจิตสำนึกความเป็นประชาคมอาเซียนของผู้บริหารสถานศึกษา

Abstract

การวิจัยนี้ใช้ระเบียบวิธีวิจัยทั้งเชิงปริมาณและเชิงคุณภาพโดยมีวัตถุประสงค์การวิจัย 1) เพื่อทราบองค์ประกอบจิตสำนึกความเป็นประชาคมอาเซียน และ 2) เพื่อพัฒนาแบบวัดจิตสำนึก ความเป็นประชาคมอาเซียนของผู้บริหารสถานศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน การวิจัยมี 3 ขั้นตอน คือ ขั้นตอนที่ 1 การกำหนดตัวแปรที่เกี่ยวข้อง ขั้นตอนที่ 2 การวิเคราะห์องค์ประกอบและตัวบ่งชี้ ขั้นตอนที่ 3 การพัฒนาและการทดลองใช้เครื่องมือแบบวัดจิตสำนึกความเป็นประชาคมอาเซียนของผู้บริหารสถานศึกษา เครื่องมือเก็บรวบรวมข้อมูล วิจัย ได้แก่ แบบสอบถามความคิดเห็น และแบบสัมภาษณ์แบบไม่มีโครงสร้าง กลุ่มตัวอย่างสำหรับการวิจัย คือ โรงเรียนมัธยมศึกษา สังกัด สำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน จำนวน 331 โรงเรียน ผู้ให้ข้อมูล ได้แก่ ผู้อำนวยการโรงเรียน รวม 331 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าความถี่ ร้อยละ ค่ามัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน และ การวิเคราะห์องค์ประกอบเชิงสำรวจ ผลการวิจัยพบว่า 1. องค์ประกอบและตัวบ่งชี้ของแบบวัดจิตสำนึกความเป็นประชาคมอาเซียนของผู้บริหารสถานศึกษา ประกอบด้วย 4 องค์ประกอบ ได้แก่ 1) การเตรียมความพร้อมบุคลากรสู่ประชาคมอาเซียน มี 19 ตัวแปรที่สังเกตได้ 2) การเข้าใจ ยอมรับ และใช้ประโยชน์ร่วมกัน มี 8 ตัวแปรที่สังเกตได้ 3) การเป็นสมาชิกที่ดี และรู้เท่าทันการเปลี่ยนแปลง มี 12 ตัวแปรที่สังเกตได้ และ 4) การนำไปปฏิบัติอย่างมีประสิทธิภาพ มี 8 ตัวแปรที่สังเกตได้ 2. แบบวัดจิตสำนึกความเป็นประชาคมอาเซียนของผู้บริหารสถานศึกษามีความเที่ยงตรง มีความเชื่อมั่น มีค่าอำนาจจำแนกสูง และความเป็นปรนัย และแบบวัดดังกล่าวเป็นที่ยอมรับของกลุ่มทดลองว่ามีคุณภาพสามารถวัดได้ตามสภาพจริง This research was a mixed methodology by qualitative and quantitative research. The purposes of this study were: 1) to determine the factors of consciousness towards ASEAN community, and 2) to develop consciousness test towards ASEAN community for school administrators under the Office of Basic Education Commission. The research methodology comprised of 4 steps; firstly, to find out the related litteratures, secondly analysed factors and their indicators, thirdly developed and tried out consciousness test towards ASEAN community for school administrators. The instruments for collecting the data were an opinionnaire and unstructured interview form. The sample of this research consisted of 331 secondary schools under the Office of Basic Education Commission while the respondents were 331 school administrators. The statistics used for data analysis were frequency, percentage, arithmetic mean, standard deviation, and exploratory factor analysis. The findings of this research were as follows: 1. The factors of consciousness test towards ASEAN community for school administrators comprised of 4 factors; 1) preparedness of personnel for ASEAN community, with 19 latent variables, 2) understanding, acknowledgment and mutual benefit, with 8 latent variables, 3) good membership with adaptable mind to changes, with 12 latent variables, and 4) efficient implementation, with 8 latent variables. 2. The consciousness test of ASEAN community for school administrators had a validity, reliability, discrimination and objectivity. Moreover, the consciousness test of ASEAN community for school administrators was accepted by experimental group that the test had high quality which authentic measurable.
