การบริหารจัดการการเมืองในโรงเรียนมัธยมศึกษา

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ 1.ปัจจัยในการบริหารจัดการการเมืองในโรงเรียนมัธยมศึกษา และ 2. แนวทางในการบริหารจัดการการเมืองในโรงเรียนมัธยมศึกษา ประชากรที่ใช้ในการวิจัยครั้งนี้ ได้แก่ โรงเรียนมัธยมศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา (สพม.) จำนวน 2,361 โรงเรียน กำหนดขนาดกลุ่มตัวอย่างจากการใช้ตารางประมาณการขนาดตัวอย่างของ ทาโร ยามาเน่ (Taro Yamane) ได้กลุ่มตัวอย่างจำนวน 100 โรงเรียน ในแต่ละโรงเรียนมีผู้ให้ข้อมูลโรงเรียนละ 4 คน ได้แก่ ผู้อำนวยการโรงเรียน 1 คน รองผู้อำนวยการโรงเรียน 1 คน และครู 2 คน รวมผู้ให้ข้อมูลทั้งสิ้น 400 คน เครื่องมือที่ใช้ประกอบด้วย แบบสัมภาษณ์กึ่งโครงสร้าง แบบสอบถามความคิดเห็น และแบบสอบถามปลายเปิด ระยะเวลาในการเก็บข้อมูลระหว่างวันที่ 19 เมษายน 2559 ถึง วันที่ 31 พฤษภาคม 2559 สถิติที่ใช้ในการวิจัย ได้แก่ ความถี่ ร้อยละ ค่ามัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์องค์ประกอบเชิงสำรวจ และการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า 1. ปัจจัยในการบริหารจัดการการเมืองในโรงเรียนมัธยมศึกษามี 6 ปัจจัย คือ 1) การส่งเสริมการมีส่วนร่วมในองค์กร 2) การใช้อำนาจ 3) ประสิทธิภาพการบริหารงาน 4) ภาวะผู้นำของผู้บริหาร 5) ผลประโยชน์ภายในองค์กร และ 6) ทักษะความสามารถของผู้บริหาร 2. แนวทางในการบริหารจัดการการเมืองในโรงเรียนมัธยมศึกษา มีแนวทางทั้งหมด 210 แนวทาง ได้แก่ การส่งเสริมการมีส่วนร่วมในองค์กร 62 แนวทาง การใช้อำนาจ 35 แนวทาง ประสิทธิภาพการบริหารงาน 27 แนวทาง ภาวะผู้นำของผู้บริหาร 35 แนวทาง ผลประโยชน์ภายในองค์กร 32 แนวทาง และทักษะความสามารถของผู้บริหาร 19 แนวทาง The purposes of this research were to identify: 1. the factors of politic in organization management of secondary school, and 2. the guidelines of politic in organization management of secondary school. The population of this research were secondary schools under the secondary educational service area office (SESAO) totally 2,361 schools. The sample size was determined by using Taro Yamane tables and the total sample size of 100 schools. The respondents from each school were a school director, a vice-director and 2 teachers with a total of 400 respondents. The research instruments were semi-structured interview, opinionnaire and open-ended questions. The data collection during April 19, 2016 to May 31, 2016. The statistics used for data analysis were frequency, percentage, arithmetic mean, standard deviation, exploratory factor analysis and content analysis.

The findings of the research were as follows : 1. The factors of politic in organization management of secondary school consisted of 6 factors; 1) encouragement of participation 2) power exercising 3) performance management 4) leadership 5) organization interest and 6) executives skills. 2. The guidelines of politic in organization management of secondary school composed of 210 guidelines; 62 guidelines for encouragement of participation, 35 guidelines for power exercising, 27 guidelines for performance management, 35 guidelines for leadership, 32 guidelines for organization interest and 19 guidelines for executives skills.
