Abstract

การศึกษากระบวนการมีส่วนร่วมของประชาชนต่อการจัดการผลกระทบสิ่งแวดล้อมของโครงการสาธารณูปโภคขนาดใหญ่ของรัฐ กรณีศึกษา : การมีส่วนร่วมของประชาชนในเขตเทศบาลเมืองบางกรวยกับโครงการรถไฟชานเมือง (สายสีแดง) ช่วงบางซื่อ-ตลิ่งชัน บริเวณสถานีบางบำหรุ. อาจารย์ที่ปรึกษาค้นคว้าอิสระ: อาจารย์ ดร.ธนะ จีระพิวัฒน์ 136 หน้า การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาระดับการมีส่วนร่วมของประชาชนที่เกิดขึ้น ในโครงการพัฒนาสาธารณูปโภคขนาดใหญ่ของรัฐ ในกรณีศึกษาโครงการรถไฟชานเมือง (สายสีแดง) ช่วงบางซื่อ-ตลิ่งชัน บริเวณสถานีบางบำหรุ ในการจัดการผลกระทบสิ่งแวดล้อมของโครงการ เพื่อเสนอแนะแนวทางพัฒนาการมีส่วนร่วมของประชาชนต่อการจัดการสิ่งแวดล้อมของโครงการสาธารณูปโภคขนาดใหญ่ของรัฐ โดยปัญหางานวิจัย คือ การมีส่วนร่วมของประชาชนต่อการจัดการผลกระทบสิ่งแวดล้อม โครงการรถไฟชานเมือง (สายสีแดง) ที่ผ่านมามีกระบวนการและวิธีการดำเนินการอยู่ในระดับใดเหมาะสมหรือไม่ และรูปแบบที่เหมาะสมควรเป็นอย่างไร การวิจัยใช้ข้อมูลการมีส่วนร่วมของประชาชนในชุมชนที่ได้รับผลกระทบจากแบบสอบถาม กับกลุ่มตัวอย่างเป็นประชากรที่อาศัยอยู่ในชุมชนหมูบ้านธนากรและภานุรังษี โดยสอบถามเกี่ยวกับ 1) ความรู้ความเข้าใจเกี่ยวกับการมีส่วนร่วมในการประเมินผลกระทบสิ่งแวดล้อม 2) การรับทราบข้อมูลและประสบการณ์การมีส่วนร่วมต่อโครงการฯ 3) ระดับความพึงพอใจและอุปสรรคในการมีส่วนร่วมต่อโครงการฯ 4) ความต้องการใช้สิทธิของประชาชนต่อการมีส่วนร่วมฯ เปรียบเทียบกับกิจกรรมการมีส่วนร่วมที่โครงการดำเนินการ จากการวิเคราะห์ข้อมูลจากการสำรวจภาคสนาม และแบบสอบถาม พบว่า การจัดการรับฟังความคิดเห็นของประชาชนในโครงการฯ เป็นเพียงระดับต้น แม้จะจัดจำนวนครั้งมากกว่าที่กฎหมายกำหนด แต่ก็ยังไม่ได้รับความร่วมมือเท่าที่ควร เนื่องจากประชาชนขาดความรู้ความเข้าใจในกระบวนการมีส่วนร่วม ความบกพร่องในการกระจายข้อมูลข่าวสารต่อประชาชนในพื้นที่ ช่วงเวลาการจัดการประชุมที่ไม่เหมาะสม เป็นต้น แนวทางที่แนะนำ คือ ปรับปรุงการเข้าถึงข้อมูลของประชาชน และต้องการจัดการผลกระทบสิ่งแวดล้อมที่ร่วมกับประชาชนในพื้นที่ผลกระทบและตอบสนองกับปัญหาที่เกิดขึ้นระหว่างดำเนินการซึ่งอาจไม่เป็นไปตามการศึกษาผลกระทบสิ่งแวดล้อมที่จัดทำในระยะแรกมากขึ้น The purpose of this research is to study the level of public participation in the mega public infrastructures project in order to recommend management of the environmental impacts caused by the project that involves of public participation communities surrounding Bangbumru station of the ‘Red Line’ MRT are useless the study area. The problems of the research are as follow what was the level of the public participation in the environmental impact management of the ‘Red Line’ project and what would be recommendation for public participation mega infrastructures project. The analysis uses data from questionnaires gathered from the sample group consisting of people residing by the MRT, Bangbamru Station, Bang Gruai Municipality, Nonthaburi. The questionnaire asks about 1) the comprehensive knowledge public participation on environmental impact assessment, 2) the acknowledgement of information and experiences related to the participation of the project, 3) the satisfactions and potential difficulties concerning the participation of project and 4) the demand on the public participation. According to the analysis of data from field surveys and questionnaires, the lack of cooperation from the local residents due to the fact that 1) they don’t have the comprehensive knowledge related to the process of public participation, 2) the difficulty concerning the publication of the information weren’t disseminate to all local population and 3) the inappropriate time to arrange the conference or meetings have the recommendations to improve public participation in this kind of public project include 1) disseminate information to individuals who are environmentally affected by the project muliple times, 2) get local population involved in the project’s environment impacts management through the project development process in order to problems arise during the process possible approaches to participate the project related to the management of environments.
