การบริหารศูนย์พัฒนาเด็กเล็กของเทศบาล

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ทราบองค์ประกอบการบริหารศูนย์พัฒนาเด็กเล็กของเทศบาลโดยวิธีเชิงปริมาณ 2) ทราบองค์ประกอบการบริหารศูนย์พัฒนาเด็กเล็กของเทศบาลตามความเห็นของผู้ทรงคุณวุฒิและผู้เชี่ยวชาญ และ 3) เพื่อทราบผลการยืนยันองค์ประกอบการบริหารศูนย์พัฒนาเด็กเล็กของเทศบาลที่ประมวลจากวิธีเชิงปริมาณและตามความคิดเห็นของผู้ทรงคุณวุฒิและผู้เชี่ยวชาญ วิธีการดำเนินการวิจัยประกอบด้วย 3 ขั้นตอน คือ 1) การศึกษาตัวแปรเกี่ยวกับการบริหารศูนย์พัฒนาเด็กเล็ก 2) การวิเคราะห์องค์ประกอบการบริหารศูนย์พัฒนาเด็กเล็กของเทศบาล และ 3) การยืนยันองค์ประกอบ การวิจัยครั้งนี้ใช้วิธีแบบผสมผสาน เครื่องมือที่ใช้ในการเก็บข้อมูลเชิงปริมาณ ได้แก่ แบบสอบถามความคิดเห็น ผู้ให้ข้อมูลได้แก่ หัวหน้าศูนย์พัฒนาเด็กเล็ก ครู และผู้ดูแลเด็ก จากศูนย์พัฒนาเด็กเล็ก 88 ศูนย์พัฒนาเด็กเล็ก รวม 264 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่ามัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์องค์ประกอบเชิงสำรวจ สำหรับการวิเคราะห์องค์ประกอบการบริหารศูนย์พัฒนาเด็กเล็ก ตามความเห็นของผู้ทรงคุณวุฒิและผู้เชี่ยวชาญ 21 คน ใช้เทคนิคการวิจัยเชิงอนาคต โดยเครื่องมือที่ใช้ ได้แก่ แบบสัมภาษณ์กึ่งโครงสร้างและแบบสอบถามความคิดเห็น สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าฐานนิยม ค่ามัธยฐาน และค่าพิสัยระหว่างควอไทล์ ผลการวิจัย พบว่า 1. การบริหารศูนย์พัฒนาเด็กเล็กของเทศบาลจากการศึกษาเชิงปริมาณ พบว่ามี 5 องค์ประกอบ ดังนี้ 1) การจัดประสบการณ์เรียนรู้ 2) การมีส่วนร่วมของผู้ปกครองและชุมชน 3) การบริหารงานคุณภาพ 4) การจัดสภาพแวดล้อมและความปลอดภัย และ 5) การวางแผนพัฒนาผู้เรียน 2. การบริหารศูนย์พัฒนาเด็กเล็กของเทศบาลตามความเห็นของผู้ทรงคุณวุฒิและผู้เชี่ยวชาญ มี 6องค์ประกอบ ดังนี้ 1) การจัดประสบการณ์เรียนรู้ 2) การมีส่วนร่วมของผู้ปกครองและชุมชน 3) การบริหารงานคุณภาพ 4) การจัดสภาพแวดล้อมและความปลอดภัย 5) การบริหารงานบุคคล และ 6) การพัฒนาเครือข่ายครูผู้ดูแลเด็ก 3. ผลการยืนยันองค์ประกอบการบริหารศูนย์พัฒนาเด็กเล็กของเทศบาลที่ประมวลจากวิธีเชิงปริมาณและตามความคิดเห็นของผู้ทรงคุณวุฒิและผู้เชี่ยวชาญ พบว่ามี 6 องค์ประกอบ คือ 1) การจัดประสบการณ์เรียนรู้ 2) การมีส่วนร่วมของผู้ปกครองและชุมชน 3) การบริหารงานคุณภาพ 4)การจัดสภาพแวดล้อมและความปลอดภัย 5) การบริหารงานบุคคล และ 6) การพัฒนาเครือข่ายครูผู้ดูแลเด็ก ซึ่งผู้ทรงคุณวุฒิและผู้เชี่ยวชาญเห็นด้วยว่าองค์ประกอบทั้ง 6 องค์ประกอบมีความเหมาะสมเป็นไปได้ ถูกต้อง ครอบคลุม และสามารถนำไปใช้ประโยชน์ได้ The purposes of this research were to: 1) determine the components of child development center administration under municipality by quantitative techniques, 2) determine the components of child development center administration under municipality as perceived by experts, and 3) determine confirm the components of child development center administration under municipality from quantitative techniques and from the opinions of experts . The methodology of this research composed of 3 steps: 1) study the child development center administration variables, 2) analyze the component of child development center administration, and 3) confirm the components. This study used mixed methodology research. The instrument for collecting the data was opinionnair.The respondents were the head of child development center, teacher and child care assistant from 88 child development centers, with the total of 264. The statistic for analyzing the data were: frequency, percentage, arithmetic mean, standard deviation, and exploratory factor analysis. For the data collected from 21 experts by ethnographic future research, the instruments were semi-structured interview form and opinionnaire. The statistic used to analyze the data were mode, median and inter-quartile range. The findings of this research were as follows: 1. The child development center administration under municipality by quantitative techniques composed of 5 components: 1) the learning experiences, 2) the participation of parent and the community, 3) the quality administration, 4) the environment and safety management, and 5) the learner development plan. 2. The child development center administration under municipality as perceived by experts composed of 6 components: 1) the learning experience, 2) the participation of parent and the community, 3) the quality administration, 4) the environment and safety management, 5) the personnel administration, and 6) child care teacher development network. 3. The confirmation of the components of child development center administration under municipality as analyzed from quantitative techniques and from the opinions of experts were found that there were 6 components of child development center administration under municipality namely ; 1) the learning experience, 2) the participation of parent and the community, 3) the quality administration, 4) the environment and security management, 5) the personal administration, and 6) child care teacher development network. The experts confirmed that those 6 components were appropriate, possible, accurate and utility
