การบริหารจัดการระบบคุณภาพของโรงเรียนมาตรฐานสากล: กรณีศึกษาโรงเรียนพระปฐมวิทยาลัย

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ 1) การบริหารจัดการระบบคุณภาพของโรงเรียนมาตรฐานสากลโรงเรียนพระปฐมวิทยาลัย 2) ผลการเปรียบเทียบความคิดเห็นต่อการบริหารจัดการระบบคุณภาพของโรงเรียนมาตรฐานสากลโรงเรียนพระปฐมวิทยาลัย เมื่อจำแนกตามตำแหน่งหน้าที่ โดยใช้บุคลากรของโรงเรียนพระปฐมวิทยาลัยเป็นหน่วยวิเคราะห์ (unit of analysis) กลุ่มตัวอย่างประกอบด้วย คณะกรรมการบริหารโรงเรียน จำนวน 27 คน ข้าราชการครูระดับชั้นมัธยมศึกษาตอนต้น จำนวน 44 คน และข้าราชการครูระดับชั้นมัธยมศึกษาตอนปลาย จำนวน 42 คน รวมจำนวนทั้งสิ้น 113 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามเกี่ยวกับการบริหารจัดการระบบคุณภาพของโรงเรียนมาตรฐานสากล ตามแนวทางการดำเนินงานตามเกณฑ์รางวัลคุณภาพแห่งสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานของโครงการโรงเรียนมาตรฐานสากล ปี 2557-2558 สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ความถี่ ร้อยละ ค่ามัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน ค่าวิเคราะห์ความแปรปรวนทางเดียว และการทดสอบความแตกต่างรายคู่โดยวิธีของเชฟเฟ่ ผลการวิจัยพบว่า 1. การบริหารจัดการระบบคุณภาพของโรงเรียนมาตรฐานสากลโรงเรียนพระปฐมวิทยาลัย โดยภาพรวมและรายด้านอยู่ในระดับมาก เรียงลำดับค่ามัชฌิมเลขคณิตจากมากไปน้อยดังนี้การวางแผนเชิงกลยุทธ์ การมุ่งเน้นผู้เรียนและผู้มีส่วนได้ส่วนเสีย การจัดการกระบวนการ การวัด การวิเคราะห์และการจัดการความรู้ การมุ่งเน้นบุคลากร และการนำองค์กร 2. ผลการเปรียบเทียบความคิดเห็นต่อการบริหารจัดการระบบคุณภาพของโรงเรียนมาตรฐานสากลโรงเรียนพระปฐมวิทยาลัย เมื่อจำแนกตามตำแหน่งหน้าที่ พบว่า ความคิดเห็นต่อการบริหารจัดการระบบคุณภาพของโรงเรียนมาตรฐานสากลโรงเรียนพระปฐมวิทยาลัยในภาพรวมไม่แตกต่างกัน เมื่อพิจารณารายด้านพบว่า ด้านการจัดการกระบวนการ มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 เมื่อทดสอบความแตกต่างรายคู่โดยวิธีของเชฟเฟ่พบว่า ความคิดเห็นของคณะกรรมการบริหารโรงเรียนแตกต่างกับข้าราชการครูระดับชั้นมัธยมศึกษาตอนปลาย ส่วนด้านอื่น ๆ ไม่มีความแตกต่างกัน

The purposes of this research were to know 1) The quality system management of World-Class Standard School at Phrapathom Witthayalai school. 2) Compare the quality system management of World-Class Standard School at Phrapathom Witthayalai school as classified by position. The unit of analysis was person in Phrapathom Witthayalai School. The sample were school boards, high school teachers (Mathayom 1-3) and high school teachers (Mathayom 4-6) in Phrapathom Witthayalai school totally 113. The instrument was a questionnaire about the quality system management of World-Class Standard School based on Office of Basic Education Commission Quality Award for World-Class Standard School project 2014-2015. The statistical used to analyze the data were frequency, percentage, arithmetic mean, standard deviation, one-way ANOVA and Scheffe/ test. The findings revealed as follows: 1. The quality system management of World-Class Standard School at Phrapathom Witthayalai school, as a whole and as individual, were at a high level, ranking from highest mean to the lowest: Strategic Planning, Student and Stakeholder Focus, Process Management, Measurement, Analysis and Knowledge Management, Faculty and Staff Focus and Leadership. 2. The comparison of the quality system management of World-Class Standard School at Phrapathom Witthayalai school. When devided by position found that there were no significant differences in the whole, when considered each aspects found that there was significant difference at .05 level between school boards and high school teachers (Mathayom 4-6) in the Process Management aspect.
