การบริหารระบบคุณภาพที่ส่งผลต่อประสิทธิผลของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 1

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อทราบ 1) การบริหารระบบคุณภาพของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 1 2) ประสิทธิผลของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 1 3) การบริหารระบบคุณภาพที่ส่งผลต่อประสิทธิผลของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 1 กลุ่มตัวอย่าง ประกอบด้วยสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 1 จำนวน 97 โรง ผู้ให้ข้อมูลสถานศึกษาละ 3 คน ประกอบด้วยผู้บริหารสถานศึกษา จำนวน 1 คน ครูวิชาการ จำนวน 1 คน และครูผู้สอน จำนวน 1 คน รวมผู้ให้ข้อมูล 291 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามเกี่ยวกับการบริหารระบบคุณภาพ และประสิทธิผลของโรงเรียน ตามแนวทางการประเมินคุณภาพตามมาตรฐานการศึกษาขั้นพื้นฐานเพื่อการประกันคุณภาพภายใน ของสถานศึกษาของสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ความถี่ ร้อยละ ค่ามัชฌิมเลขคณิต ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน ผลการวิจัยพบว่า 1. การบริหารระบบคุณภาพของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 1 โดยภาพรวมและรายด้านอยู่ในระดับมาก เรียงลำดับค่ามัชฌิมเลขคณิตจากมากไปน้อย ดังนี้ ด้านการนำองค์กร ด้านการวางแผนเชิงกลยุทธ์ ด้านการมุ่งเน้นผู้เรียนและผู้มีส่วนได้ส่วนเสีย ด้านการมุ่งเน้นบุคลากร ด้านการจัดการกระบวนการ และด้านการวัดการวิเคราะห์และการจัดการความรู้ 2. ประสิทธิผลของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 1 โดยภาพรวมและรายด้านอยู่ในระดับมาก เรียงลำดับค่ามัชฌิมเลขคณิตจากมากไปน้อย ดังนี้ ด้านผู้เรียนมีสุขภาวะที่ดีและมีสุนทรียภาพ ด้านผู้เรียนมีคุณธรรมจริยธรรมและค่านิยมที่พึงประสงค์ ด้านผู้เรียนมีทักษะในการทำงานรักการทำงานสามารถทำงานร่วมกับผู้อื่นได้และมีเจตคติที่ดีต่ออาชีพสุจริต ด้านผู้เรียนมีทักษะในการแสวงหาความรู้ด้วยตนเองรักการเรียนรู้และพัฒนาตนเองอย่างต่อเนื่อง ด้านผู้เรียนมีความสามารถในการคิดอย่างเป็นระบบคิดสร้างสรรค์ตัดสินใจแก้ปัญหาได้อย่างมีสติสมเหตุผล และด้านผู้เรียนมีความรู้และทักษะที่จำเป็นตามหลักสูตร 3. การบริหารระบบคุณภาพส่งผลต่อประสิทธิผลของโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษานครปฐม เขต 1 อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 The purposes of this research were to know 1) The quality system management of school under Nakhon Pathom Primary Educational Service Area Office 1 2) School effectiveness under Nakorn Pathom Primary Educational Service Area Office 1 and 3) The quality system management affecting to School effectiveness under Nakhon Pathom Primary Educational Service Area Office 1. The sample were 97 school under Nakhon Pathom Primary Educational Service Area Office 1. The respondents from each school were a school director, academic teacher and teacher totally 291. The instrument was a questionnaire about quality system management and basic education standards and childhood education standards for schools’ internal quality assurance from Office of the Basic Education Commission. The statistical used to analyze the data were frequency (f), percentage (%), arithmetic mean ( ), standard deviation (S.D.) and stepwise multiple regression analysis. The findings revealed as follows : 1) The quality system management of school under Nakhon Pathom Primary Educational Service Area Office 1, as a whole and as individual, were at a high level, ranking from highest mean to the lowest: Leadership, Strategic Planning, Student and Stakeholder Focus, Faculty and Staff Focus, Process Management and Measurement, Analysis and Knowledge Management. 2) School effectiveness under Nakhon Pathom Primary Educational Service Area Office 1, as a whole and as individual, were at a high level, ranking from highest mean to the lowest : learners should be healthy and a sense of aesthetics, learners should have virtues, morality and desirable values, learners should have working skills, love to work, be able to work with others and have a good attitude toward honest occupations, learners should have skills to learn by themselves, love to learn and develop themselves continuously, learners should have abilities to think systematically and creatively, and make a decision to solve a problem with calmness and reasonableness and Learners should have necessary knowledge and skills as prescribed by curriculum. 3) The quality system management affected to School effectiveness under Nakhon Pathom Primary Educational Service Area Office 1, at .05 level of significant.
